Konichiwa, I am Kashiwaba Tomoe, commander of the Zoner Defense Force's exploratory command.
The Zoner Defense Force Exploratory wing has a long history of scientific and exploratory endeavors throughout and beyond the Sirius region, and recently came across some unique and rare pieces of equipment scaled for battleship grade hardpoints.
In the interest of once again fostering good relations, as the ZDF Exploratory wing has until late last year been well away from known space, I would like to propose an agreement that I believe will benefit both your house and make travel easier for our ships:
I am offering seven examples of this new cruise disruption system to the government of Rhineland in return for legal passage thru Rhineland space for ZDF exploratory vessels that would otherwise be classified as capitol warships and barred from entry into house space.
The largest would be Freeport Thirteen, a mobile Freeport, and the exploration cruiser Hinaichigo, an old IMG Argus cruiser that was sold to and refit by the Zoners back in the late 700s.
Any such vessel will of course comply with house laws, and not interfere with internal affairs.
After deliberation, we have elected to grant grant permission for your vessels to transit through Rheinland space. However, we will require you to resubmit a full form with additional information as attached here.
In regard to your technology transfer, you will be contacted by the appropriate authorities from the Ministry of Defence and Rheinwehr to make the necessary arrangements. Furthermore, we request that you contact local Rheinwehr and Federal Police officials with intended transit times in advance of entry into Rheinland space whenever possible.
