GENERAL

The Coalition Border Guard oversees all third-party access to the sovereign space of the Sirius Coalition within the New Moscow system.

Unauthorized entry into New Moscow without a valid visa will be treated as trespassing. Violators, as well as those attempting to access areas beyond their clearance level, will be subject to enforcement measures against them and their vessels.

Border control procedures are regulated by the Interstellar Laws of the Sirius Coalition (in particular by the Criminal Code and the Diplomatic Chart).

DIVISION OF ZONES

The New Moscow system (Omega-52) is divided into three zones: GREEN, YELLOW and RED

• Red Zone
  Covers all of New Moscow except for the designated Yellow and Green Zones. It is classified as a high-security area.
  
  
  • Access is restricted to Coalition personnel and trusted allies;
    
  • Visitors are escorted by the Coalition Border Guard;
    
  • Unauthorized vessels will be subject to penalties under Section 2, Article 5 of the Criminal Code.
  
  
• Yellow Zone
  Covers Zvyozdny Gorodok and the area marked on the official map. It is classified as a medium-security area.
  
  
  • Access is limited to Coalition personnel and registered visitors;
    
  • Visitors do not require escorts;
    
  • Unauthorized entry or deviation from marked routes will result in sanctions under Section 2, Article 5 of the Criminal Code.
  
  
  
• Green Zone
  Includes the Omega-47 Jumphole, Zhejiang Orbital, Planet Jiangxi, and the designated map area. It is classified as a low-security area.
  
  
  • Access is open on the basis of an application from neutral or higher standing, in accordance with the Diplomatic Chart;
    
  • Visitors may travel freely without escort;
    
  • Deviation from approved routes is punishable under Section 2, Article 5 of the Criminal Code.

As our trade relationship continues to grow — and with a major project in Theta set to begin soon — I would like to request either a temporary or permanent visa upgrade, as you deem appropriate, from Green to Red.

This would allow us to deliver materials your industry may require such as iridium, or other commodities available on the wider Sirius market that remain out of reach for Coalition transport. On the return leg, we would bring back industrial materials and essential commodities needed to support the Theta project.

Additionally, if permitted, we would like to resume the practice of transporting Volgograd Ordinance systems back with us, to equip those willing to defend our installations against future raids whether by Nomads or Corsairs.
