Herr Frei,

My name is Esme Blake, current Chief of Operations for Bristol C&M. You likely don’t know me, but that’s not important. What is important is that I am one of the many who, through the designs of others, their own misfortunes, or the changing ways of Sirius, found themselves in Bering, in Bristol.

Recently, I have heard of new operations by the Unioners, as well as an agent of mine talking with you in the vicinity of Pacifica. We have attempted the olive branch before, by Hector Booth of the Endeavor, with Direktor Hollywood - as I understand it, that negotiation failed. He refused our open offer of a more stable supply chain through dead drops, of lessening the raids against shipping in Bering that creates far more eyes on the system than I’d care, of better yet making Bristol Bay a safe station to dock instead of Unioner vessels engaging at will whenever the target presents itself.

From what Mr Vascoguoncellos says, you view Bristol as owing the Unioner movement something. You believe that the chaos created by the Separatist movement, by the building of Marshall Station and more, and all the lives lost from it is a debt, and that Bristol is the one to pay that debt. From what I see - Bristol owes you the same as it owes every other. We owe honesty, hard work, reliability. We owe it to the fallen to ensure that Bering does not fall, by either of our hands in action or no, back into a warzone. In that interest, there must be an understanding between the Alster Union and Bristol, a working relation between us.

So, I will give to you the same offer as was given before, and then some in the interest of securing Bering for the future of both our people.
* Alster Union will cease combat operations near Bristol Bay Station.
* Alster Union will lessen convoy interdictions on all Trade Lanes in Bering.
* Alster Union will provide known positional data of all pirate vessels not of the
* Alster Union to Bristol C&M.
* Bristol C&M will maintain 15K distance from Pacifica Station at all times.
* Bristol C&M will provide dead drops for contracted materials.
* Bristol C&M will provide known positional data of all corporate vessels not of
* Bristol C&M to the Alster Union.

I’m sure that you will let me know if you see this as unsatisfactory, and put forward your own alternations. I am willing to listen to them.

James Hollywood - ah. Hollywood has his shelf in the archive; hard won, and well-deserved. He was only the second Libertonian to become a director of labor protection.

'Protection' is an apt word, is it not? In Libertonian English, it carries criminal connotations.


I understand why you would reach out to us first. You, and the board for B, C and M. We share a star. We share history. We share casualties and grievances. You are a corporation, and we are the watchdogs.

You know who we are, what we stand for - how we could be inconvenient, if we chose to be. Unioners protect the employee through protection rackets - protection rackets aimed squarely at corporate assets. If there is a god, his name is Shipping Insurance; well, we raise the value of the goods so that the employee may also be valued. Beyond the earnings call, beyond the ledger, we keep corporations honest... through counterfeiting, through smuggling, through piracy. Theft; it's the equalizer of all men.

I'm oversimplifying, of course, but I think you can understand. Your assets are concentrated in Bering, after all.

But we do not pillage the undeserving. We are anarchists, not arsonists. We are not legalists; we do not believe in the laws of the state, but we do look at the merits of each case.

Bristol, and your partner venture, Bristol-Kress, provides employees with living wages, and reasonable protections. Your investments on Alster Shipyard are sufficiently compensated for their trouble. There are points for improvement, but they can be addressed at a later time.

Yes, is it a matter of historic fact that Admiral Victoria Knight, the ultimate founder and reckoning of the Libertonian Seperatist Movement, created Bristol as a shell company, through which she concealed a buildup in Bering that was aimed at replacing Battlegroup Harmony's dependency upon Pacifica. Your corporation began as the means through which she could separate herself from the Unioners. Bristol was the logistical engine that powered her force. It was also the lever through which she exercised her assault upon the Union. Now, betrayal, to me, is an old, familiar pain. But the death of a great many of our Arbeiterkameraden is not a loss that can be buried in their graves. Bristol was used as an instrument by a Tyrant - for that is all Admiral Knight ultimately became. She turned Bering into a killing Field, and led not only those who put their faith in her, but also the Hellfire Legion, and the Commonwealth of Liberty, to destruction.

However, it is also correct that the Unioners have also been used as tools by Tyrants. centuries ago, during the Eighty Years War, and, in more recent memory during the rise of Kaiser Albrecht, I cannot accuse you of that which we are complicit, could I?

Only a poor workman blames their tools. Manipulated though we both were, we both represent organizations that strive for liberation. As much as I begrudge Bristol's past, I sympathize with your present.


On with it, then: Vascoguoncellos's assessment was truthful. Consider offering him a raise. But I'm afraid your pitch fell on the wrong ears. Aye, "honesty, hard work, reliability" are virtues, but I am not the person you need convince. Nor was James.


We put the matter of our relations to the popular vote. For we Unioners function as a direct worker's democracy. Every voice has a say.
For we answer not to a man, but to each other.



As a result, these are the terms I can offer you:

The spirit of this agreement is intended to foster mutual trade, enterprise, and the furthering of labor conditions within Hamburg and the Independent worlds. This text held within this agreement should not be weaponized against the spirit of this agreement.

Thank you for your prompt response. I am glad that you understand the current reality of Bering, unfortunate as it is, as well as the implications of prior events which have brought both of our organizations into their states today. It should be frankly stated, and I think you have done so very well.

After some discussion within the Bristol Board, as well as a vote therein, I have an alternative proposal. Due to Bristol C&M’s need to appear to operate above board in regards to Rheinland law, concerns were raised, and I think it is only right that you should know exactly why these Articles were not accepted by the Board.

Bristol C&M WILL NOT donate credits, resources, or products, to anti-labourist political campaigns operating within House Liberty, House Rheinland, or House Gallia.
Due to the vague language of this Article, in regards to the definition of anti-labourist, Bristol C&M must reject this Article. Restrictions on affiliation or association cannot be brought into this issue for Bering security by the Unioner Syndicate, especially when the very same give shelter to Liberty Rogues, a plague on Liberty as a whole and Bering as an extension, as well as hold commerce with the Corsair Empire. Both of these entities are dangerous to the citizen, the laborer, and to Bristol C&M specifically. As such, we reject this Article.

Bristol C&M WILL consult with, and accept Unionist oversight, in its internal labor and employer-employee relationships.
Interference in internal operations is not demanded by Bristol C&M in regards to the Unioner Syndicate and we expect the same. The operations of internal labor and employer-employee relations are not within the purview of the Unioner Syndicate and would present undue coercion or influence in regards to recruitment, application of policy, and incitement of action not in line with public Bristol C&M foreign policies. As such, we reject this Article.

Bristol C&M WILL allow its employees to join, form, or participate in, collective action and collective bargaining organizations.
Bristol C&M employees are endowed by their existence with the rights to join, form, and participate in collective action and bargaining organizations - Unions - for the purposes of personal dignity and the power of the worker. As such, we deem this Article unnecessary and therefore reject it.

When necessary, Bristol C&M AND The Unioners will maintain an open dialogue regarding our shared operations and separate operations aboard Alster Shipyard, with the goal of preventing conflict, labor abuses, and sabotage.
Operations by the Unioner Syndicate in regards to Alster Shipyard are not within the purview of Bristol C&M employees, and collaboration in that regard only serves to place Bristol C&M employees in danger with situations that they are not trained or equipped for. Bristol C&M holds Alster Shipyard to be at high risk of BDM operations, and as a direct result holds any dialogue by Bristol C&M employees with Unioner Syndicate personnel as placing Bristol C&M in risk of association or affiliation.

Bristol C&M holds that its duty in the prevention of conflict and labor abuses on Alster Shipyard to be solely within the purview of what can be witnessed and recorded by Bristol C&M employees, with such information being furthered to appropriate Rheinland authorities.

Bristol C&M holds that its duty in the prevention of sabotage to be not, with such actions being the duty of Imperial Shipping security, Rheinland Police, Military Forces, and BDM operatives.

The sole exceptions to this are when risk of death, bodily harm, or injury, or significant loss of infrastructure such that risk of death, bodily harm, or injury is substantially increased, is imminent and requiring the immediate action of Bristol C&M employees to prevent. Such actions should not be taken in conjunction with known Unioner Syndicate personnel due to the reasons stated above. As such, we deem this Article to be deleterious towards Bristol C&M operations within Rheinland due to such risks as stated and it is therefore rejected.

Bristol C&M WILL NOT disclose the identities of Unionists aboard Alster Shipyard to any other party.
Bristol C&M employees, as well as Kress employees, work under a need-to-know basis and are instructed to not work or interact outside the requirements of their work on Alster Shipyard during their duty station durations, for the purposes of limiting friction or potential issues with Imperial Shipping. As a direct result, should Bristol C&M employees observe the action of or the identities of Unioner personnel aboard that station, one can be certain that BDM operatives on Alster will have. In the spirit of this agreement, Bristol C&M employees should not be placed in a situation where they know Unioner Syndicate personnel identities at Alster Shipyard. As a direct result, this Article is therefore rejected.

I hope you understand the rather unique situation which these issues place Bristol C&M in, and the reasons for our rejection of these proposed Articles. We make no demands on the Unioner Syndicate, in regards to its association with other organizations which might be found to be counter our operations, and no demands on overseeing Unioner Syndicate operations - we feel that these demands, made without reciprocation or definition, are undue towards the spirit of the agreement in the fostering of mutual trade, enterprise, the furthering of labor conditions. Should Bristol employees have felt poorly in the past on their conditions, it is not a far journey to find you, or a ship of yours on Bristol Bay Station, and they would have gone to spread the word of their mistreatment. No, Bristol C&M requires no need from the Unioner Syndicate in the betterment of treatment for our people.

The revised agreement, therefore, is as follows:

Well... it's a start, isn't it?

On behalf of the Gewerkschaftsverband, the Unioner Syndicate will ratify these revised clauses. We accept the terms of the Tanner Belt Treaty. For its strictures are created through advocacy. We enter into the Tanner Belt Treaty as a Solidaritat of the willful, to the furtherance of mutual uplift.

Know this agreement will not bind, but it will emancipate. As long as this precept remains, it will be maintained without struggle.

Congratulations: So as promised, so it is done; the Tanner Belt Treaty has taken effect. Effective from the sending of this transmission, the Unioners will observe these shared terms. We Unioners recognize a robust hull when we see on; inside this framework, binding us both, peace may hold against pressure.

So; please, drop the Herr; to you, Esme, I am merely Corin. After all; we are all equals now, aren't we?

We aspire for a productive working relationship. Consider this proof that this mechanism of ours will function.

Although the terms of this Tanner Treaty does not demand that any Unionist lets unaffiliated traffic through without due inspection, you should know we Unioners can be gracious, despite what the Neuralnet would preach, beyond the strictest wording of the treaty. Do we not make a living by bending rules to a shape that people can inhabit? Know this, Bristol; when fitting, we may reforge these rules for the betterment of us both.


That OSI transport was not the first we've let go over the past forty eight hours. If you play your part, we will play ours.

Corin,

And so then, Bristol C&M recognizes and affirms the Tanner Belt Treaty. All pilots under Bristol C&M operation will be informed to keep well clear of Unioner Syndicate vessels and render appreciable aid to vessels in distress, in accordance to the tenets of the Tanner Belt Treaty.

It is only through working together that we might bring about a more prosperous and independent Bering, one which does not require the observation and patrol of the House militaries. Through it, and further cooperation in the future, we will build our legacies.
