GENERAL
The Coalition Orbital Regulations Department (CORD) is an executive authority responsible for issuing permits for the construction of modular installations and for monitoring their operation within the sovereign space of the Sirius Coalition.
All modular installations are subject to approval by CORD prior to construction. Installations operating without a permit will be subject to enforcement measures.
Workers employed at modular installations licensed by CORD are protected by the Labour Code of the Sirius Coalition. Owners of modular installations must provide a safe working environment and proper welfare facilities, such as clean air, clean water, and two daily meals. Continuous violations of the Labour Code may result in the Modular Installation Permit being voided.

Modular installations in New Moscow (Omega-52) are allowed to operate only under Sirius Coalition supervision (affiliation). Non-Coalition applicants may visit the CORD office on Zhejiang Orbital to request the dispatch of Sirius Coalition–provided traffic controllers and security personnel.
