Bug: Autobuy doesn't work on Davos base

Reproduction Steps:

/autobuy all on, on Davos base
It lies to you, gives you the OK message
None of your regens, missiles, or anything, are purchased

Additional Information:

Successfully reproduced by three different Unioner players.
