We are reaching out to inform you that a new vessel of the Amaterasu class, the Karuizawa, has been recently registered in our naval registry. While it is, in every respect, a cruise liner, and the pride of our Triton fleet, it nonetheless falls under the classification of a warship in accordance with current naval regulations.
For many years, we have had the privilege of offering our guests the opportunity to experience and appreciate the unique sense of wilderness and frontier that characterizes your territories. With the commencement of the coming year, we intend to broaden the range of services available to our clientele by introducing new routes operating to and from the liner Barbados, currently stationed in the Vespucci system, as well as Freeport 14.
In this context, and with the aim of avoiding any potential incidents or misunderstandings, we respectfully request the issuance of a special authorization allowing the Amaterasu in question to transit without hindrance within those areas designated under your legislation as “diplomatic zones of trade”.
Furthermore, in light of the historical and cultural significance of the region, we would also seek authorization for controlled access to one of the areas classified by your regulations as “restricted areas with heightened security”, specifically the planet Veracruz, for the purpose of guided tours. Such activities would, of course, be conducted exclusively subject to your prior approval and in full coordination with your forces operating in the area.
Enclosed herewith, please find the technical specifications of the vessel, together with a summary of the requests submitted for your consideration.

A pleasure to hear from yourselves. I have on more than one occasion encountered your vessels on my travels and have yet to be left with a sour tasting experience. I am hopeful for this to continue.
Regarding your request, however, we have decided to approve an exemption for this vessel which I will outline below.
Karuizawa will be granted an exemption to operate within areas described under 2.6.1 of our Aerospace Regulations. Also known as "diplomatic zones of trade"
Karuizawa will also be granted an exemption to operate within areas described under 2.6.2 of our Aerospace Regulations also known as "restricted areas with heightened security" with the following exclusions:

With the scope of your request, I see no real need for the vessel to visit either of the locations listed in the exclusions, so I have not included these in the exemption. Of course the usual contraband laws will still apply regardless.
With that in mind however I must advise you caution when operating within the areas described above and within Inverness in particular. Of late we have noticed heightened Crayter and Xeno activity which appear to be intent on harassing trade vessels. While we do our utmost to repel such incursions, we sadly cannot be everywhere.
