«I've received reports on the Maquis's latest activity in Gallia. Recent clashes indicate a high level of combat training and extremely strong motivation. This isn't the level of mere radicals. Some reports mention the word "Organization." If all my theories are correct, then the disappearances during the Enclave's entry into the Confederation and the current increased activity of the so-called "Organization" are directly related. I really don't want to believe I'm right, but if so, then we're facing an enemy with all the knowledge to inflict maximum damage on us.
I must report to the GNI that what the Council once (and only once) called the EOS has returned. I hope they believe me.»
Exécutif des Opérations Spéciaux (EOS or so-called "The Organisation") - This is a small unit, once created within the Council during the early development of its activities back in 647, as an instrument of surgical operations of the Free Gallia Movement, which was supposed to compensate for the lack of people with their skill in the field of intelligence, espionage and counter-espionage.
Over time, the EOS grew so large that their network of agents began to cover the entire Kingdom by the time the Second Gallic War began, and the first and only mention of this Council cell was the "Bloodless Victory at Nimes" in 733 AGS (817 AS): the coordinated actions of the Organization's agents and curators allowed for a workers' revolt to be raised and the station to be captured, which subsequently led to the capture of the Languedoc system, and then the breaking of the blockade in Orkney and the beginning of the Second Gallic War.
However, this is not the only merit of these agents. Most of the Kingdom's obsolete ships, which later took up the banner of the Council (and later the Maquis), ended up in the hands of this rebel movement thanks to spies and saboteurs from this unit. During the Second Gallian War, this group recruited sympathizers for the Council, carried out surgically precise assassinations of important Kingdom figures (the consequences of these atrocities were blamed on the Maquis), and actively recruited defectors from the Royal Navy and Intelligence.
During the Confederation, the EOS continued to faithfully serve the interests of the Republic, but during the Kusari invasion, the group's ideology faltered: the Council, fighting for peaceful coexistence with other Houses, became a victim of its own ideals, and the formation of an Gallic Union with Royalist elements of the Enclave completely disillusioned key members of the Organization.
Over the following years, agents began disappearing one after another, simultaneously eliminating anyone who knew anything about them. Officially, these were attributed to accidents, attacks by radicals from the Maquis and Brigands, and assassinations by foreign intelligence agencies (such as the KOI and BIS). It was only in 751 AGS (835 AS) that a certain "Organization" began to appear among the Maquis ranks, employing methods of struggle previously unheard of for such a movement.
To everyone, they are "The Organization." The three-letter abbreviation is a rumor even for experienced GNI agents who once served on the Council. However, disappearances continue to occur, and the group's numbers are only growing.
In its current form, the EOS strives for only one thing: to establish Republic rule throughout Gallia and sever all ties with the Sirius sector.
The EOS's formation dates back to 647 AGS, when, according to Order#45 issued by the Council's High Command, the first covert intelligence structure within the Gallic revolutionary movement was established. The Council recognized that ideological struggle was not the only method of defeating the Kingdom, which had the manpower, time, and resources on its side. Victory of democracy required sacrifice.
The organization was intended to address the Council's human resource needs through covert infiltration into various Kingdom structures, either personally or through intermediaries and sympathizers. Initially, the EOS consisted of about two dozen operatives, primarily defectors from Royal Navy units stationed in the Champagne system, or highly educated specialists from the planet Marne, capable of assisting in intelligence operations and cracking the necessary encryption keys to obtain valuable data. The most common activity of the EOS in its early years was to seek out sympathizers for the Council's cause and maintain contacts with existing assets. The primary goal was to protect these assets from exposure by the Kingdom, which subsequently secured the Council sufficient influence in the Champagne system and allowed it to develop its offensive in Languedoc.
CCTV: "The suspect in the assassination attempt on Marquis Morgan de Robin, an hour before the incident.
The killer managed to escape."
The EOS's main asset was the deep sympathy of the common people for the Council's cause. These agents easily blended into the crowd or channeled its anger. However, Royal Intelligence was vigilant: recognizing that the Council was using an organized cell to conduct its covert operations, they tracked down and captured these agents. But the group's founders were former members of the Kingdom's military. They were well aware of the methods the monarchists were capable of, which is why many agents didn't even know what they were truly part of. And when they were caught, they simply didn't know the answers to many questions. This multi-layered secrecy and mystery deprived the Kingdom of any understanding of who was truly behind it all. For this reason, the EOS was named "The Organization." Capturing an Organization agent was considered a success, but capturing one of the Organization's officers was a true feat. A feat no one else had ever been able to achieve.
Amid all this struggle, the Organization began to employ a broader range of operations. These included tracking and eliminating undesirables, as well as a series of sabotage operations throughout the Kingdom's berths, where the obsolete ships that would later form the core of the "Council Fleet" were based. When it came to assassinations, the Maquis took responsibility; when it came to the theft of a capital ship, sympathetic assets from the Royal Navy stepped in. The EOS took excellent care to ensure that none of the Council's friends were targeted, but were able to assist them in their hour of need. This allowed the Council to expand its circle of sympathizers, including nobles from Ile-de-France.
Gradually, using operatives, the Council managed to amass sufficient power in the criminal underworld. Whether it was the radicals of the Maquis or the pirates and bandits of the Brigands, they were sufficient to assemble a fleet and logistical strength that would no longer consider an attack on a major planet impossible. At least, in the reality of Gallia at that time, for there were plenty of worlds whose peoples suffered under the King's oppression.
The first target at the beginning of the revolution was the planet Marne.
The gates of Hell opened the moment the Council decided to launch its full-scale offensive.
The organization had learned the lessons of the past and the experience of fighting Royal Intelligence perfectly. Sympathetic assets and sleeper cells, with whom contact was never interrupted, provided fertile ground for undermining stability on the planet Marne. One of the Kingdom's most important industrial centers, whose working people had been dissatisfied with the state of affairs for many years, served as the ideal springboard for the Council's first truly aggressive actions. Victory for the Republic required sacrifice, and even in its early years, the Council understood that a peaceful resolution to the confrontation was impossible.
In its arrogance and desire to dominate all inhabitants of the Sirius sector, the Kingdom, exterminating dissent and oppressing everyone else, failed to notice the flames of revolution flaring on Marne. This planet had always been a turbulent world, and it was already difficult to find anything more blatant there than yet another dissident cell. The organization took advantage of this and blended in among the ordinary dissenters, beginning to gather them into organized groups. Sympathetic officers of the Kingdom, some of whom were from Marne, agreed to the adventure of coup d'état.
First, a study of the terrain, then the arrival of curators and the first arms deliveries through atmospheric passages and by smuggling. Then came the first attacks on convoys, not for personal gain but to probe the terrain. The Organization had committed all available resources to such a large-scale operation, and therefore everything had to be known. Meanwhile, the Council was transferring ships to Champagne and preparing for an offensive. Attack statistics didn't change much in the eyes of Royal Intelligence: the increased frequency was attributed to the Council's already expanding power, as well as the general instability on the Marne. By the time the Kingdom decided to sound the alarm and send garrisons to maintain order, it was too late: years of preparation and a series of complex and labor-intensive operations had pieced the puzzle together. The revolution had begun.
An agent of the Organization during the assault
on Nimes Station.
Numerous resources were deployed to contain the attack on Marne, but it was all in vain: thanks to the EOS, the Council had excellent terrain awareness and was able to prioritize casualties. Every single attack was carried out with a proper calculation of potential losses. If not for the Organization's efforts, the attack might have resulted in massive losses and ended in fatal failure. But that was not to be. Once Champagne was sealed off from the outside world, it became the center of the Movement for a free Gallia and, at the same time, an indicator that the so-called "Organization" was now capable of far more serious operations than its earlier terrorist attacks, assassination attempts, and the theft of obsolete ships.
The next stage involved attacks on other fronts. Having secured a foothold in Champagne, the Council began a systematic offensive on other worlds. Their primary target was Languedoc, which led directly to the Sirius sector, protected by a minefield that would prevent anyone but the military from passing through, "beyond the wall." The proven infiltration patterns were put to good use at Nimes Station. This time, there was no bloodshed. The "Bloodless Victory at Nimes" proved that the Organization could avoid unnecessary fratricide, and that it had a name.
Or rather, an abbreviation. The first mention of the EOS is considered to be the victory at Nimes Station, when embedded operatives managed to conduct an extremely thorough operation to infiltrate and indoctrinate the local disaffected population. In reports, they were referred to as "EOS Commandos," which essentially exposed a certain part of the "Organization" to the Kingdom. The capture of the station allowed the Council to conquer Languedoc with fewer losses than Champagne, and then advance as a united front into the Orkney system. The Kingdom managed to recapture the system, triggering a large migration of the local population to Roussillon, on the planet Toulouse.
But the Council had achieved its goal. The masks were torn off. Gallia opened up to Sirius, albeit not immediately. The decision was made on the spur of the moment: to launch an offensive into the Tau worlds without delay and defeat the warring Houses of Kusari and Bretonia, and then to expand the offensive deeper into the sector.
With Gallia's arrival in the Sirius sector, not only did humans become interested in them, but also the Nomads, who had returned to the sector's arena. The vile alien creatures saw the Kingdom as a tempting target for infection, as they had no information about the alien threat. The entire Gallia-Sirius war became one great test for the EOS: the infection affected them too. It remains unclear when exactly so-called "Incident 91" began, leading to the extermination of nearly half the Organization's personnel. Several people were considered "patient zero" at once, with gaps of several months or even years.
«Hunting for minions. 740 AGS.»
This wasn't a routine counter-espionage operation, as, like Royal Intelligence, the EOS had no idea what they were dealing with. They had to squeeze every possible piece of information out of the slightest leads and the most insignificant victories, which proved costly for the Organization. For every single infected destroyed, the EOS would lose a dozen of their agents beforehand. Nevertheless, conclusions were drawn, and the lessons gradually learned allowed them to combat the infection using the same methods as the Order: eliminating alien smuggling into Gallia and approaching the Nomad issue with the utmost radical zeal. At some point, the Council's intelligence began to resemble the Order in some ways: they cast aside humanity to protect their House, their Gallia, their Republic.
These operations cost the EOS approximately 80% of its personnel. During the Gallia-Bretonia-Liberty war, the Organization was practically uninvolved in its standard operations. They understood that defeating the Nomads was paramount, trumping the Kingdom: they were an enemy that saw no difference between the King and the President. Therefore, a victory for this enemy would mean the defeat of both the Council and the Kingdom. But the goal was achieved: the threat was repelled and forgotten. The Organization returned to its tasks precisely when the Council was about to storm the Picardy system.
Everything followed the standard pattern. But this time, without mercy for its enemies, with complete surveillance of the situation. Amiens fell and initiated the final accord in the Republic revolution, which would later lead to the formation of the Confederation. Those who survived the events of "Incident 1" understood that this was the division of the EOS into "before" and "after." The Organization's mentality and focus shifted somewhat. But a response to this will not be found immediately.
With the emergence of the Confederacy, EOS became considered the primary intelligence force of the Republic of Gallia, and their operational methods formed the basis of the OCI. In essence, they became part of the new intelligence agency, without revealing their true identity and still based at Macon Base. After so many years, victory had been achieved, and in the long te̟͠rm̻͗, ̱͠the ̫͊Organ̆͟iz̼̎ati͕͊ǫ́ṅ̖ ̧̎was̙̚ p̤̊re͉̓p̻̅ả̠r̗͗i̧̕n̼͡g̤̔ ̺̇f̯͊o̙͑ṟ͆ ͇̈it̜͑s ͙͞ḍ͘is̝̄s̲͠o͋͟l͈̐ut͚͞ḭ̈oǹ̬ ͓͠a̞̐n̼͒d͍̈ ̻̫̎͌c̞̮͑͑o̹̪̎͛ṇ̯͌͑t̮͕͋̚i͈͒̓͟n͖̰̐̔ǔ̱̦͘e̘̯̊͠d̜̺́̔ ̧͚͊̕ǫ̼̽́p͉̯̈͘e̯͖͆̌r̝̠͑͋à̹͇́t͖̬̿̽i̥̍̾͟õ͎͇͡n̦̝̄͑ ̜̠̾̅w̘̖̑̋i͚̠͐͝t͔̩̍͘h͎̒̚͢ị̢̋͝n͎̣̈̾.̹͇̀̚.̨͈̽̍.͔̜̑͡
«Our structure is nearly a hundred years old. What conclusions can we draw? The Republic misjudged its vision of an ideal Gallic society. We were their poisonous dagger all these years. We thought we were doing everything right. But when the Kusari arrived on our doorstep, when Bretonia appeared on our borders, when the Enclave returned to the Confederation, the Republic made a deal with the devil, forgiving the Royalist scum for all the atrocities we fought against all these years.
Sirius, who should have been grateful to us for our work, for discovering Gallia before it could crush everyone overnight, stabbed us in the back. All these years, they were only too happy to destroy Gallia, regardless of who lives in it. Us or the King - it makes no difference to them. The true evil that must be destroyed is Royalism. And the true enemy is Sirius. And now Marne is dying in agony, suffering moral decline. What we once proudly called our home, liberated at the cost of enormous sacrifice, has fallen victim to a regime that has traded one form of slavery for another.
We will no longer compromise. We have clear information that not all of the Council have joined the Maquis. We will apply their knowledge to eliminate those Royalists who dared to think they would be welcome in Gallia after their atrocities. We will bring enlightenment to the people of the Maquis and transform them into the weapon with which we will conquer the long-awaited Republic throughout Gallia, without exception.
And when we are victorious, when the last stone of the last palace falls on the head of the last representative of the Royal nobility, we will leave Sirius. Let this sector continue to burn in its petty conflicts.
The organization is divided into regions. Three regions, each led by its own Commissaires. Within the regions, Commissaires of lower rank operate, in turn managing Agents who form the core of the EOS. Assets and Partners are included in the EOS structure only in the eyes of the Organization itself, forming "categories" with which authorized persons can work. The Organization itself divides itself into three structures:
EOS - The Organization itself and its agents.
Actives - Individuals who assist the Organization's cause, whether members of the Maquis, the Brigands, or anyone else.
Partners - Groups of individuals who provide support to the Organization throughout Gallia and beyond.
Each member of the EOS is assigned a serial number, the values of which are typically calculated from the "generation" and then from the date the member joined the Organization. In the event of promotion within the structure, the number is assigned according to the elapsed time period, effectively assigning the newly appointed Commissaires to the current generation of Commissaires.
Génération de Fondation (1) - The first members of the EOS, the founders of the structure in the period from 647 to 670 AGS. They were predominantly drawn from the Royal Navy, as well as Marne royal elements dissatisfied with the state of affairs.
// Assigned numbers: A-R-1XXX for agents, C-R-1X for Commissaires. // Status: Completely destroyed due to the passage of time.
Génération de Continuateurs (2) - The individuals who developed the Organization's cause, most of whom had been long-time Council members or were born on the planet Marne, were the last generation to include ex-Royalists; subsequently, all recruits were drawn from the Council fleet. It is considered to be the largest generation that has ever existed. The generation designated recruits from 670 to 700 AGS.
// Assigned numbers: A-R-2XXX for agents, C-R-2X for Commissaires. // Status: Completely destroyed due to the passage of time.
Génération d'enfants de la guerre (3) - Members of the Organization who took part in the Second Gallic War, as well as the war between Gallia and the Sirius Sector. This generation existed until the formation of the Confederation. Most of the recruits from that generation were wiped out during the EOS's internal struggle with infected elements.
// Assigned numbers: A-R-3XXX for agents, C-R-3X for Commissaires. // Status: Completely destroyed due to the passage of time.
Génération de la République (4) - Having taken over the previous generation, this generation witnessed the end of the war and the formation of the Confederation, as well as the transition of the EOS to the OCI. Some of them perished during the Gallia-Kusari war. However, others are still alive and participated in the transition of the EOS to the Maquis structure. They are considered veterans of the Organization and are highly revered for their actions, which required great endurance.
// Assigned numbers: A-R-4XXX for agents, C-R-4X for Commissaires. // Status: Active, not recruiting.
Génération de la Nouvelle Organisation (5) - Former Council members, former GNI agents, Maquis who have proven themselves, and civilian elements of Marne who have also found usefulness within the Organization's structure. They are considered a new milestone in the EOS's activities. Recruitment is now based on whether a prospective agent was born on one of the planets of the former Republic (Marne, Amiens).
// Assigned numbers: A-R-5XXX for agents, C-R-5X for Commissaires. // Status: Active, still recruiting.
Example of a name:
C-01-13 - The third Commissaire of the Génération de Fondation, holding rank 1. A-01-1320 - 320th Agent of the Génération de Fondation, holding rank 1.
Agent (A) - is an Active who has proven themselves sufficiently to be assigned to the Organization and have their skills channeled in the right direction. They can be professional pilots, informers, messengers, scouts, or spies. Their range of duties is extremely broad, and therefore the future of the EOS depends on the number of agents.
Rank 4 - Typically a professional pilot who can be assigned to routine tasks such as information transfer, search and surveillance, or escort and clean-up operations.
Rank 3 - An Organization agent entrusted with operations to search for and destroy specific targets or to counter specific groups in a given region. Authorized to command a small squadron of snubcraft.
Rank 2 - An agent trusted for reconnaissance and espionage missions, or for sabotage operations. May command lower-ranking agents and also have access to gunboats. May act as diplomats on behalf of the Organization.
Rank 1 - Agents with knowledge and skills in countering the alien threat. They are entrusted with the most complex operations in this field and are also given command over all lower-ranking agents.
Comissaire (С) - Organization members possessing organizational, oratorical, or mentoring skills. Capable of commanding large formations of ships, or large ships themselves, they often serve as ship captains and task force commanders.
Rank 3 - A member of the Organization with organizational skills, taking charge of highly specialized task forces and executing a clear set of tasks on behalf of that group. May command Destroyer- and Battlecruiser-class ships.
Rank 2 - A curator or orator, primarily responsible for propaganda and taking charge of organizing the crowd and channeling its aggression. A rank 2 Commisaire often enlists lower-ranking officials to ensure the Organization's perverse schemes are implemented to the best advantage.
Rank 1 - The commander of a specific EOS region, of which there are only three, and therefore only three Commissaires of this rank. They form a "Council," which has the right to make decisions in the absence of an Observateur by a single vote. They think globally, which is why they received this title. They ensure maximum effectiveness of the Organization's work, within House Gallia, and on its borders with the Sirius sector.
Observateur (O) - A member of the Organization, not tied to a generation number, who determines its agenda and effectively assumes absolute power within the EOS structure. The Observateur's word is law. It is considered the highest rank in the Organization and is selected from the 1st rank Commissaires by voting within the "Council".
Throughout the Organization's history, there have only been five Observateurs, each of whom contributed to the common cause. O-04 made the most crucial decision in the history of the EOS: move The Organization to the Maquis and begin a confrontation with the newly formed Union. After her death, O-05 continued his work.
O-01 ("Yellow King") - The de facto founder of the entire Organization system. He was known as Christophe d'Leclerc and came from a noble family. After joining the Royal Intelligence, he had a long career, earning the immense respect of his colleagues and gaining extensive experience in conducting various operations. The reasons for his transfer to the Council and his subsequent involvement in the creation of the EOS remain unknown, but it was he who contributed to the creation of the entire Organization's foundation, which remains intact to this day.
O-02 ("Sovereign") - The longest-serving Observateur in the Organization's history, Jordan Gaillard hailed from the planet Ile-de-France. He served in the Royal Navy before defecting to the Council for ideological reasons. He was one of those who predicted the defeat of the King, due to his reckless actions in the attack on Sirius, and predicted the subsequent crisis in Gallia. It was through his own hands that the so-called "Scenarios" were created, the adherence to which would have ensured the survival of Gallia, the Organization and the Republic, or one of them. His talent for organization made a key contribution to the Organization's strengths, managing to increase its numbers manifold without sacrificing the quality of its training. Died midway through the Gallia-Bretonia-Liberty war.
O-03 ("Speaker") - Maximilian Bernard was born on the planet Marne and was responsible for numerous internal propaganda operations for the Council in Gallia. His oratorical skills attracted the attention of the Organization and enabled him to make a career out of it. Maximilian managed to keep the Organization afloat and finish Jordan's fight against the infected in the Kingdom, right up until the formation of the Confederation. Established the first contact between the EOS and the Order, which allowed them to gain even more experience in the fight against the alien threat. Afterward, he participated in the Organization's infiltration into the OCI structure. Died during Gallia-Kusari war.
O-04 ("Rebel") - Monique Morel also bornt from the planet Marne. She shouldered the heaviest burden in the history of the EOS: standing on the wrong side of the barricades, branding the Organization as a Maquis criminal element. The radical nature of her actions was justified by the Enclave's admission to the Confederation, thus transforming it into a Union. Monique was firmly convinced that such actions would lead to the destruction of the EOS in the foreseeable future, and subsequently, of any remaining loyalists to the ideals of the Council and the Republic. Therefore, she decided to seize the initiative, thus establishing the Organization as a Maquis terrorist cell. The strength of her convictions and the approach she took to leading the Organization's defection to the Maquis are still considered painful, but vitally necessary in those days. She died during the Blackout, disappearing during a hyperspace jump.
O-05 ("Emissary") - Daniel des Roussel, a former professional saboteur and organizer of numerous underground Council cells, and during the Republic, one of the Organization's key figures in matters of foreign political intelligence and counter-espionage. During the EOS's transition to the Maquis, he ensured the effective recruitment of former Council members into the Organization, as well as some Maquis radicals. He remains alive today and continues the work of the previous Observateur, employing the most perverse and meticulously crafted plans. He firmly believes that the EOS must end Royalism, establish a Republic, and isolate it from the Sirius sector.
At its inception, the Organization recruited from Royal Navy defectors, some Maquis radicals, and highly active members of Marne's civil society. Overall, the EOS appeared to be a motley crew, united only by a single goal, not by origin. However, skill coupled with a small number played a role: the Foundation Generation was extremely cohesive, even though the EOS was led by a Royalist and members of the Council was subordinating them.
As time passed and the Council expanded from a small group of dissenting voices to a full-fledged revolutionary movement, the policy changed: the Organization now recruited only members of the Council fleet or those born on the planet Marne. This recruitment policy remained in place until the time of the Confederation, the only change being the addition of Amiens to the list of planets. At the same time, recruitment from the ranks of the Maquis or civilians was now excluded: the Organization needed professional personnel with the necessary work experience, and not simple civilians, driven by ideology, but who needed to be trained "in the field." Currently, the EOS employs a wide range of recruiting methods, drawing from several factions at once to recruit future agents. The main requirement remains either initial affiliation with the Maquis or the Council (one must literally have parents in one of them) and/or birth on the planet Marne or Amiens.
Gallic National Intelligence - «Former Council members who became part of the OCI eventually joined GNI. And recent events in the Union are leaving them disillusioned with the current situation. We can offer them a helping hand and show them that all is not lost, and the struggle continues. If they are satisfied with the current, appalling state of affairs, then they are no better than the royalists.»
Gallic Navy - «The situation is similar to that of National Intelligence. Many Council naval officers became part of this military structure, having already shed much blood in the war, first with the King and then with Kusari. Many of them fought for the just cause of the Republic, pledging allegiance to it, not to the Union, which had forced them into slavery to the new system.»
Gallic Criminal Elements - «The self-proclaimed noble Brigands and Maquis revolutionaries proved themselves worthy during the struggle against the King. Some hate the crown and everything associated with it, while others were part of the Council or were born on the Marne and witnessed all the horrors of the past. Overlooking such people and failing to utilize their skills is like shooting yourself in the knee. We can trust their origins, but only the most steadfast of them are worthy of serving in our ranks.»
The standard template for transferring future agents into the ranks of the EOS is their "disappearance" or "murder," staged to conceal their future criminal activity. Once they join the Organization, their former names are lost. Now their name is a number, a dry digit that maintains confidentiality both in internal reporting and in communications via the Neural-net.
«To join the Organization, you pay one franc. To leave, two. The only way to leave here is to die.»
Regardless of the regions, the EOS actively shifts its major assets between these systems as part of various operations. Therefore, the Organization does not remain in a particular region for long: this allows for maneuver warfare and does not draw too much attention from the Union to a specific system where an important operational base may be located. Typically, operations are organized by regional commanders, while lower-ranking Commissaires are responsible for their execution.
Région Centrale (Rousillon, Orkney, Provence Tau-23, Tau-31) - A strategically important area for the Organization due to the presence of the Sournia Repair Yards. This region also includes several Tau worlds, which the EOS periodically visit as part of their raiding missions, robbing local passersby in the name of the great cause of the coming Revolution. Due external attacks from the Sirius sector, the EOS may resort to targeted strikes against the Sirius Houses to keep them from visiting Tau-23 as much as possible.
Région République (Champagne, Picardy, Zurich, Cologne) - A group of systems, two of which belonged to the Republic during the Confederation, the EOS considers its primary goal to be gaining sufficient influence in Champagne and Picardy, as well as isolating them from Sirius through cooperation with criminal groups there. While the Gauls can still feel at ease and sacrifice their cargo in exchange for life, visitors from Sirius face an unenviable fate: death. Montmirail Anchorage has only just entered service, which is why the Organization is actively seeking cooperation with other local groups and establishing contacts with the population of the planet Marne in order to gain a permanent foothold in Champagne.
Région du Périmètre (Languedoc, Provence, Orkney, Tau-23, Tau-44) - A number of systems bordering Gallia are frequented by the Organization, either to undermine stability on the already volatile world of Quillan or to plunder those with resources to spare. They share Tau-23s with their neighbors from Roussillon, occasionally aiding each other. The Organization actively instills its ideas in the local inhabitants of the Béziers station, effectively using them as puppets for its own purposes.
// Designated Regional Commander: C-01-51 // HQ: Béziers Base // Status: Active hostilities
Tau-61 - The system's status is being clarified. Any ships leaving it are to be destroyed.
Istres and Bordeaux at duty in the Champagne system, 752 AGS.
Thanks to a vast fleet of obsolete ships and a number of operations during the Union's founding, the EOS possesses a capital fleet, which they actively utilize in their operations. The Organization's trump card is its destroyers: fast and maneuverable, with ample cargo capacity to either snatch up prey and escape, or strike quickly and disappear. If a major clash is inevitable, battlecruisers take to the battlefield, guaranteeing maximum firepower and armor.
The Organization's tactics are hit-and-run: Gallic Navy is impossible to defeat in a direct engagement, not to mention the associated risk of numerous reinforcements arriving. Therefore, the EOS strives to strike everywhere, without lingering in a specific system or group of systems. All combat operations are organized into task forces that disband immediately after completing their mission, and the ships are dispatched to other active regions.
Small-capacity ships such as fighters, frigates, and gunboats are used primarily as escorts for task forces or as the core of sabotage groups, operating permanently in one region to maintain a constant flow of resources for Maquis traffic or for the Organization's own purposes. In this case, the fleet is much larger, and the Organization may resort to using civilian vessels instead of Maquis ships.
Groupe de travail ("Task Force", GDV/TFC) - A large group comprising numerous ships of varying tonnage, operating within a specific operation in a specific region. It disbands after the operation is completed. The group is organized by a 1 Rank Commissaire, and its management falls on the shoulders of the responsible 3 Rank Commissaire.
Groupe de sabotage ("Sabotage group", GDS/SGP) - A small force, typically not using ships larger than a destroyer, created solely to conduct missions of plunder or disrupt the trade and logistics routes of the Organization's enemies. Sabotage groups are commanded by a 3 Rank Commissaire.
Groupe local ("Local group", GL/LG) - A permanent detachment operating in a specific Organization region. Ship sizes vary. The purpose of such groups is to ensure the security of key EOS facilities and to provide support to the Maquis movement in the event of large-scale operations. Local groups are commanded by a 3 Rank Commissaire.
PACTE DE FER
«Le marteau de la colère populaire»
CLN-Ruan - Originally built by the Council, this battlecruiser witnessed the end of the war with the Kingdom and the formation of the Confederacy. Since then, it continued its combat duty on the Republic's borders until it was ambushed by the Maquis and seized. Its previous crew was either killed or, out of desperation, converted to serve the new cause. During the Confederacy-Kusari War, it found itself caught in the crossfire between the two opposing sides and only miraculously managed to reach Roussillon. When the Union formed, the ship's crew was swelled with recruits from the now-defunct Republic. EOS noticed this and conscripted it, and the previous captain was eliminated.
// Current commander: C-03-53 // Status: Active
CLN-Villepinte - The Organization's second battlecruiser, whose crew was formed by the Council, continued to serve under the Republic and defected to the Maquis during the formation of the Union. This ship, distinguished by its high combat effectiveness and dedication to the Republic, prompted the ship's captain to quickly convert it to the side of those who still cared about Gallia's fate. Recruiting into the EOS was straightforward: the captain immediately saw the Organization as an organized structure that would be much more suitable for him and his crew to serve in than anywhere else.
// Current commander: C-03-58 // Status: Active
CLN-Quimper - The Organization's most senior ship, Quimper witnessed the end of the Gallia-Sirius War, the formation of the Confederation, the war with Kusari, and the emergence of the Union. Its crew and captain were originally part of the EOS, and it was he who took on the responsibility of continuing the Organization's work in space. Essentially, Quimper is already a huge part of the Organization's history, and its loss is unacceptable.
// Current commander: C-03-49 // Status: Active
CLN-Democratie - Once the flagship of the EOS, it witnessed the Confederacy and survived the war with Kusari. Along with the Quimper, it participated in numerous operations. During the formation of the Union, the newly formed O-04 led the ship into a pre-arranged trap by EOS agents who had already defected to the Maquis. The ship was destroyed, and the crew evacuated and joined radicals. Analysis of the dead revealed that none of them had ever belonged to the Democratie: the Organization had pre-emptively swapped the bodies with those in the morgues. The subsequent fate of the Democratie crew is unknown.
//Current commander: C-03-44 // Status: Destroyed, crew has transfered to CLN-Quimper and CLN-Bordeaux
CLN-Istres - One of the Maquis ships, the crew of which was originally from the Council and, during the formation of the Union, mutinied against its commander, who had hoped to remain on the side of the navy. The behavior of the Istres crew is somewhat similar to that of the inhabitants of Marne: overly independent and arrogant. A unique atmosphere reigns here. Throughout its service, the ship repeatedly suffered heavy losses among its crew, but the iron discipline of the veterans allowed the new recruits to restructure their thinking. The current commander of the Istres is the embodiment of its crew, and therefore, joining the Organization took place more on the terms of this ship than the EOS.
// Current commander: C-03-55 // Status: Active
CLN-Bordeaux - One of the ships of the erstwhile OCI. Its crew personally participated in operations against the Enclave and carried out sabotage against Kusari supply routes. Bordeaux boasts a rich record of successful operations in previous years, and is therefore rightfully considered one of the most effective ships in the Organization's structure. When the Union began to form, the Axis was already launching a recruitment program for this ship: Bordeaux and Quimper left Gallia together and joined the Maquis, forming an effective duo that continues to this day.
// Current commander: C-03-57 // Status: Active
CLX-Vauquelin - The ship, once a Gaian, was converted to Maquis structure during their collaboration. Essentially a model of "successful cooperation," it was initially crewed by radicals who visited Tau worlds and carried out numerous sabotage operations there. Either the ship's successful design, its effective crew, or both - this allowed the vessel to survive for so long and establish a positive reputation within the Maquis. The organization seized on this opportunity and recruited the vessel and its crew, viewing them as the most rational among the many other radicals.
In negotiations with partners, the EOS strives to maximize benefits for itself and its plans, while preventing the moral decay of Gallic society due to interactions with other criminal elements within the Union. This refers to the Organization's pronounced aversion to the smuggling of artifacts and any kind of narcotics to the planets of Gallia, and especially to planets of the former Republic (Marne and Nimes). Due to the situation in Languedoc, EOS will also take a negative view of the transport of contraband to Quillan, so as not to anger dissidents from the Béziers Base. If we consider the EOS's view on politics, it's based on the principle that "Gallic life is more important than any other."
Visitors from Sirius will have to present something worthy for the Organization to allow them to work in Gallia or participate in its operations. If an individual or group has managed to establish friendly relations with the EOS, they will not abandon them in trouble: since their founding, they have taken a special responsibility to the safety of their partners, understanding that a living partner is the best partner in the long run.
Maquis - Radicalized elements who began their journey on the planet Marna nearly a hundred years ago, or former members of the Council and the Republic who have become disillusioned with the actions of the Gallian government. The organization operates as a cell of the Maquis, and therefore considering them enemies is simply unacceptable and dangerous for us. While one part of the Maquis is radicalized to the extreme, the other is our comrades and compatriots who came here out of lack of choice. And we can cooperate with both. They are our last hope for victory, and we must ensure that their movement flourishes and does not fade into obscurity.

Gallic Brigands - Bandits and criminal elements, some of whom chose this crooked path deliberately, others by force of circumstance. They previously harbored hostility toward the Crown and were allies of the Council. During the Confederation, we closed the doors of the Republic to them. Well, they chose the path of bandits themselves, but as long as they benefit from our activities, bribery is appropriate. Besides, some of them could have been born in Marne or Amiens. Recruitment is permissible.

Gaians - Longtime allies of Maquis, and therefore our potential partners. Cooperation between the two groups has proven fruitful enough for the Organization to seek their assistance in the Tau worlds and on the borders with Bretonia. Joint combat and sabotage operations in the Région Centrale are permissible.

Gallic Pirates - Lost souls. That's what they're called. They're not part of any movement and act independently, within their own interests. Bribery is acceptable, and recruitment is subject to additional vetting: such loose groups have always been a breeding ground for individuals dangerous to our cause.

Die Rheinland Arbeiterbewegung (Unioners) - Dissidents from Rheinland, who represent oppressed workers from the Alster shipyard in the Hamburg system and share the ideals of the Marne. They are from Sirius, and we must not succumb to their sympathy, which could merely be a cover for this group's true motives. However, they have already shed blood, aiding us in several battles. Only time will tell how relations will develop further, but until then, strict neutrality.
Gallic Civilians (GMS, IDF, EFL) - Citizens of the Union, working tirelessly for the good of Gallia and their families. The Organization has the right to loot their ships, in reasonable quantities, so as not to harm their own lives and work. In case of disobedience, the use of force is permissible. After all, they are well aware of the risks they are taking by refusing us.

Unione Corse - A mafia that has miraculously survived to this day. Drug dealers and collaborators with those who fatten their wallets. Nevertheless, their influence on the Union's black market cannot be underestimated, and depriving it of such an asset or turning it against oneself is not the smartest idea. In the end, everything is not built only on drugs. The Organization's precise policy towards them will only be established in the future. Until then, an escalation of tension is undesirable.

Gallic Navy - The Organization's main adversary in its military operations and one of the key obstacles to achieving its primary mission. Currently, the National Navy is a motley crew of Council and Republic members who have traded slavery for another, as well as forgiven genocidal supporters from the Enclave. A horrific and disgusting spectacle, which could have included those who simply had no choice, or those who believed in the best. We can cooperate with the latter two, but the rest face the same fate: death.

Gallic National Intelligence - The situation is the same as with the Gallic Navy. Among their ranks are members of the former OCI, who began their careers in the Council. They can be lured to their side, but all other agents not affiliated with the Council must be interrogated and eliminated.
// Status: ▊▊▊▊▊▊ // Communication relay: N/A
Gallic Royal Navy (so-called "Royalists") - Pathetic creatures from the once-existent Enclave, who, in their insane fanaticism for the King, have gone so mad that they happily justify all the horrors committed under his rule. Arrogant and arrogant creatures, unable to accept the fact that they suffered defeat in the war with Sirius for obvious reasons. O-02 predicted the King's defeat, and his words proved true. The Organization has only one mission left: to finish off the survivors.
// Status: ▊▊▊▊▊▊ // Communication relay: N/A
Sirius Sector - Traitors who believed they could turn the Maquis affair to their advantage. Driven only by their own pathetic vengeance, they turned their weapons against the Confederation, of which the Republic was a part. The Council once gave them a chance to win, and they seized it, then stabbed us in the back for trumped-up reasons. Pamiers escaped the King's blow; he was struck down by Kusari, whose independence we fought for inside Gallia. Whole Bretonia could have burned instead of Leeds only. But Bretonia did not appreciate our contribution to the victory and decided to hang around within our borders. The Marne is rotting not so much because of drugs and smuggling of all sorts of rubbish, but because of the Union’s collaboration with the Rheinland. Sirius is literally trying to lead Gallia to its destruction. Compromise is unacceptable. They wanted war, and they will get it.

Aliens & Minions[Access for 1 Rank agents and above] - Having once sowed the seeds of discord within the Organization, they have failed in their pathetic attempt to invade Gallia. For now. Their strength is unknown, and their goals are cunning and cruel. Their agents are everywhere. Report all suspicious behavior within the Union, and eliminate any identified minions on the spot. Do not negotiate them: they know full well how they earned our wrath.
// Status: ▊▊▊▊▊▊ // Communication relay: Unacceptable
Dissidents[Access for 3 Rank agents and above] - Traitors to the Organization's cause. There's no turning back for them. It costs one franc to get in, two to get out. Their actions could be subversive to the EOS. Five cases are known to exist. Identify them and eliminate them on the spot if you have the opportunity.
