To the right honourable representatives of the Rheinland Federal Empire.

I am contacting you on behalf of The Kingdom of Bretonia in the hope of initiating talks regarding reciprocal trade relations, and the reinforcement of security and economic ties between our two Houses.

Recent affairs have provided cause for profound concern in Bretonia and across Sirius. The indiscriminate proliferation of "Jump Drive" technology could create unprecedented security vulnerabilities, and strategic incentives that favour militarization and pre-emptive aggression.

It is now, more so than ever, that the Houses must stand united in respect for inter-colonial law, and reaffirm our commitments to the responsible use of technology.

Bretonia intends to call for a summit on this issue, bringing together the civilised Houses of Sirius to strive towards de-escalation between Kusari and Liberty, and the prohibition of Jump Drive weaponization by malignant actors such as Gallia. We hope to be able to call on Rheinland's support in this matter?

In the meantime, Bretonia wishes to deepen industrial ties with Rheinland through the removal of regulatory barriers to the export of Military Surplus. Currently, Rheinland markets are prevented from importing stocks of Surplus materials due to incompatible licensing regimes between our two Houses.

Namely, Rheinland corporations are prohibited from carrying the goods in Bretonia, and Bretonian corporations are prohibited from carrying the goods in Rheinland. This has imposed distinct economic penalties, requiring the transfer of goods aboard Freeport One through intermediary loading companies.

This results in additional costs borne by the haulage companies, and reduced profit margins that translate to reduced tax receipts for both state coffers. We propose cutting this gordian knot by fully legalising the shipping of Military Surplus for Bretonian and Rheinland corporations and merchant marines in both territories.

We further wish to enter into a defence procurement contract with Rheinland corporations, for the acquisition of certain bespoke goods that are necessary for matters of territorial security. I have included Captain Archibald Wigston as Vice Chief of the Defence Staff to further elaborate on this element.
