This memo concerns our diplomatic negotiations at the New London Summit and is to brief all relevant members of government and our combined security forces. Put briefly, Rheinland has achieved nearly everything it has set out to do.
The Harris Alliance will be unable to move against Gallia preemptively, and we are confident that, with negotiations, we can persuade Gallia to conduct actions favourable to us. We could not fully ascertain the reaction of delegates to our plan to negotiate with the Gallic Union, as news of Liberty's investigation into the Roppongi attack promptly followed. Nonetheless, we believe Bretonia will oppose this in principle. It is unlikely they can publicly afford to oppose a peace plan, and at any rate, they likely can not afford to mount a war with Gallia if Liberty and Kusari are unable to assist them.
Preliminary negotiations have begun with Liberty regarding the independent worlds and trade. The following conditions were viewed as favourable in discussions with the two delegates:
Rheinland will agree to provide a wartime/embargo H-Fuel lifeline to Liberty. We aim to negotiate a favourable economic rate. This will likely not be received well by Kusari or the GMG, although we believe any complications to the matter can greatly favour us with the current diplomatic and economic outlook.
Rheinland will agree to assist in patrolling the border worlds, in the absence of Libertonian forces, provided Liberty grants adequate freedoms to do so, likely a loosening of typical restrictions against naval deployment normalised by the Boorman Treaty. This may prove operationally difficult to achieve, but it is nonetheless a good incentive for them and permits an expansion of our presence in those systems.
And to my greatest astonishment, the Libertonian delegates made a preliminary agreement to grant us colonisation rights to 25% of Planet Atka, provided we increase our existing treaty payments to the project. This is an excellent victory for Rheinland and should prove to be a great boon in the long term.
Other incentives were left on the table up for negotiation, and I am sure my comrades in the other ministries have ideas on the matter.
Concerning the jump drive crisis, it would appear we managed to get every house to agree to a colony-wide ban on the technology by non-government entities. I have no doubt our counterparts will be working on such a program, and my colleagues in the Ministry of Security can no doubt provide further input on groups likely to pursue such programs. I have grave doubts as to whether the proposed interhouse committee on the issue will survive past this week, but we managed to achieve either partial or full leadership of it, which should prove useful in twisting it to our advantage if it does form. These developments should also give us free rein to deal with the matter as we see fit.
Full confirmation was achieved that Bretonia is in possession of jump drives, leased by Kusari for their Dublin Campaign. It is not believed this is an immediate threat to us, although given the campaign is still ongoing, we in the Ministry of Defence are personally concerned that their progress has stalled in spite of such a seeming advantage. This is believed to be the result of the greatly weakened state of the post-war Bretonian navy.
We did not reach the Galileo dispute before the Kusari delegate withdrew from the summit. Given recent news and Liberty's accusations of possible Kusari involvement in the Roppongi attack, I believe a conflict between Liberty and Kusari to be highly likely. They accompanied these claims with severe economic threats against Kusari, including the seizure of all Samura assets in Liberty. Given our negotiations and our not-so-subtle backing of Liberty on the matter (aimed at enflaming the situation further), we have no doubt this will end in optimal diplomatic conditions with Liberty. As for the military and economic situation, we believe it will end with our desired outcome.
On the other delegates, the Crayterians, along with Bretonia, seem desperate to eliminate Gallia's presence in the Taus. The Gas Miners Guild aimed to ensure an open flow of gas. I believe it would be advantageous if we obstructed any attempts by them to supply fuel to Liberty. The Bretonians were visibly distraught by nearly every occurrence in the summit past the jump drive issue. Liberty was more guarded but seemed rather confident in their disposition. The Kusarians appeared to be attempting to de-escalate, although this did not succeed, and they likely came to the same conclusion, prompting their withdrawal.
Our relationship with Kusari will likely be strained for the immediate future; there may also be a perception that we are attempting to ally with Liberty. The former was seen as acceptable to achieve our goals, and the latter should prove to be diplomatically useful if we exploit it correctly.
In summary, success well beyond our initial aims. With correct maneuvering in the future, I strongly believe we will exit future events in a position of relative strength to the other Houses.
