Okay so right into the middle, here is the situation:
It's common that the people who inhabit a system will report pirates or intruders from factions who are at war with the system owners' to the authorities.
This is fine, i don't have a word against it, still use some common sense!
Never report them in system chat while you are in their weapon range! Unless you have a deathwish ofcourse.
But i've seen one guy who was nearly next to a pirate yelling on system chat that "here is a pirate he has gone that way etc",
in a lvl5 ship or in some really weak vessel so by the rules the pirate couldn't hurt him.
I don't remember the name of the guy still if i would have been in the pirate's position i'd considered shooting him until it stops beign funny or until he dies.
In real RP conditions when someone flyes in a crappy, weak ship he should be happy that the pirate didn't care about him.
Not go yelling about his position on every comm channel while standing next to him.
So i recommend a minor change in the rules to allow pirates etc who encounter this situation to deal with the guy.
For example kill the guy in the system once where the event occured.
Some way they have to get rid of the guy anyway, and fleeing from a Starflier seems to be unrealistic while someone is flying a gunboat or some of the better fighters/bombers.
Also this doesnt cover the event when the pirate recieved a second hand information about beign reported to system owners.
I'd only allow to kill the guys who are too lazy to pm someone from the guards of the system and use the system chat for this.
In case some of the mods, admins have a little time to read my post please answer, even if my idea is wrong.
No, no one should be allowed to attack anyone under level 30 for any reason what so ever, period. If someone squeals on your location, make like a Pirate and run away. Lawfuls won't chase you to your base. That is the only solution, because changing things like this will open loop holes. Not only that but we have enough rules without complicating things further.
I could see this rule as being similar to the rule of under 30's holding codes, but then again we want to encourage new players to have fun and enjoy the server. Perhaps just RP it away with a "if you were actually worth bothering about in that puny ship, id blow you away". You never know it might goad the more idiotic ones into opening fire.
