Two questions:

1) Can a Xeno demand that a trader stays out of liberty, and kill any trader that refuses? As far as I can see it's not allowed according to the ID, but... still happened. Once been forced to drop cargo and stay out of liberty - I dropped the cargo as demanded and then was shot down for getting too close to liberty space. Is this ok?

2) Rule 6.21 says you can't engage without RP, an engagement notice. Rule 6.19 says a pirate can deal damage before making any demands. As far as I can see, one does not exclude the other: the pirate can attack before demanding money or cargo, but not until after they initiated some form of RP, like asking them to stop, or sending engagement notice. It seems a lot of pirates on the server has interpreted 6.19 as an override to 6.21 with the meaning: "I can shoot a trader without engagement notice." What's the verdict here? Can they attack without notice, like they do?

They can shoot the trader before making a demand, which now that you mention it some may interpret as their engagement notice...

Either way, it's bad form and achieves little else than pushing for the trader to continue running, ergo earning them the blue message. Oh how I'd wish they'd stop that garbage. Really, some pirates have no right to whine about 'Linerspam' if they're going to play hard ball like that.

As for the Xeno, I'm not so sure how they do it. They can't demand credits but they're against foreign trade, so I imagine if you're a foreignor or carrying foreign goods they might give you trouble.

The Xeno goal are to:Stop all trader to export liberty stuff in others house,cut all supply.



So yeah its perfectly in RP.

If i get a snac or nova into my face i dont see it as damage dealing. This is full attacking in my Eyes.

we can do as many damage we want before making any demand,its work like that for everyone here.

Aren't Xenos counted as terrorists for the rules? I've had plenty of hassles with them on my gateway, sometimes engage on sight. But I don't see why they wouldn't be able to do that. :S

regarding to the rules - i m not really sure....

demanding "turn around and never come back or i ll blow you up" is de facto the same thing. - turn around = don t enter that system..... blow up = don t enter the system.

while asking for money / cargo means that the trader enjoys all his freedom still ( at a cost ). - so i m not sure if the rules actually cover the demand to not enter the system ( or worse - a whole ZoI ) as a valid demand.

as a gaian - i ll do it by the books. - classic piracy... but "advise" the victims not to trade with BMM or bowex anymore to satisfy the gaians aim to cripple the trade in that region. - but i think i couldn t come up with "leave or die" - even if its in RP.

While I'll agree it makes sense in RP, the question is if it's allowed. From the OORP point of view, it gives Xenos the right to destroy any and all traders they get close to, and completely stop all trading on several routes. It's also a "license to kill" ships that already paid the demands. I'm not so sure this is a situation everyone wants in place.

On another note, most police and military IDs explicitly state that the holder has the right to destroy traders that refuse to leave the system during war, etc. If Xenos had this right all the time, I just think it should be writted on their IDs, you know?

Not as far as I know. "Terrorist ID" and "Xeno Terrorist ID" are not related as far as I know. The xeno IDs contain the word terrorist, but are basically just run of the mill pirates. I could be wrong but...
