Is Bretonia the owner of sprague? It is A border world Planet, In a border worlds system, but i need A good poll to decide

Its a borderworld, Cambridge university may have owned part of it, other than that though, i would say no. If they did they would have done something when the docking ring was destroyed.

Doesn't BMM have a base near there?

If they do, then it would seem reasonable that Bretonia would have made a claim on Sprague, given that a state-owned corporation has a base in the asteroid field next to it. Perhaps I have my systems muddled. But if I don't, then Bretonia does have some interest in the region, even if it doesn't send patrols out - according to the rumours on the base, anyway.
