I have just been pirated in penn by a rogue in a gunboat. Sure I can understand fighters and stuff but a GUNBOAT. The system is there for new people to learn the basics of freelancer. Now because it is a system like that and they are learning, sure have pirates in it but have them use fighters and stuff. At least give them the chance to escape. Gunboats and such are un-needed to pirate these people and it just makes no sense. These new people don't want to pay/can't pay the asking price of these lolboats and they haven't got a chance to escape. Aside from this though penn must have the most amount of pirates in it apart from the NY/California and vise versa trade lanes.
The new people want to make a start and not have to wait another four hours for it. Sure they won't have wait four hours if they pay but it might have better cause it'll take them 4 hours to get back to amount of money they had before. Why can't pirates go and focus on the slave runners and stuff instead of picking on the people that will one day run this place. I believe that this also makes the new people go out and buy cap ships to counter that piracy fear.
In conclusion I would like to state that everytime I have I have entered penn in the last two days there has been at least two pirates running around the field looting new people who have just crossed the lvl in which they are able to be pirated. Sure we need pirates there to get the new people used to being pirated but we don't need gunboats and packs of them. I'm not whining about me being pirated, heh I'm lvl 90 I couldn't care less but to see them pirateing the same people day in day out makes me mad.
Seems 90% of pirates own a GB, still if they are over level they are fair game. So while I agree GB pirates are to numerous, anyone of sufficient level in Penny is a fair target as they are not new.

True, but I have given money to new people to start them off and then they get pirated a few minutes later and they are brand new to the game. I think that we should tone down the gunboats in there.

If Gunboats are pirating starfliers then that is truly pathetic.

well hey that's penny for you. Although the one that I incountered today was a good RP'er and from what I can remember was acctually part of a faction, the stuff I've seen in last few days is different.
As the pirate in question, I feel obligated to respond.
I do not make unreasonable demands. The demand I made of you, 500k I believe, wouldn't have even dented your bank account. You're in a tiny freighter and are level 90. Hell, you're richer than I am. Are you suggesting that I am supposed to simply ignore this little defenceless ship out in the middle of nowhere?
Shortly after your little tirade of calling me a coward and pathetic and basically being demeaning, I pirated another fellow. As he was much more cooperative, we had a good little spot of RP and I charged him 5000 credits for his troubles.
I must also say that bragging about how you never pay, never will, and never have does not impress me. I do not understand why so many people attempt to have "tough" character RP when all it means is exploding a lot. You shouldn't be surprised that I blew you up, especially after you went OOC to start calling me, the player, a coward. Call Morgan a coward, sure. That's fine and good and he'll keelhaul you. You start calling the player a coward though, and that crosses lines.
I also mentioned that, as a pirate in Penn, I do take it upon myself to ensure that the other pirates play nice too. I started when I, just as you are, had a lowly miner in Penn. Of course, some guy came up to me when I was level 40 or so and demanded 3 million credits, which is frankly absurd. So he blew me up and went on to wreck havoc across the system. That's when Morgan decided that Penn would be a nice place to set up shop and, next time that fellow decided to knock up some low-level for ten times his worth, he ended up having to answer to the Cap'n.
If my demands seem ridiculous, feel free to point it out. I am always willing to negotiate, unless you made yourself a real nuisance. If I am honestly asking for more than you can afford to pay, tell me so. I'll lower my demands or do something silly like ask for a cake or a night with your wife. It really isn't difficult to get out of being pirated if he's a decent guy.
As for having the gunboat, I have the gunboat so that I can RP. I've found that flying a bomber and attempting to have an extended RP with someone results in my being exploded while typing all too often. It's how I can offer you a decent RP experience without having to worry about getting the cash and running. It allows me to be a bit more lenient with my demands and allow you to take your time in making decisions. If you would prefer, I could switch to a 2milordie bomber and just SN your shields while making a demand and blow you up 5 seconds later while you're busy typing your response. It's doable, but I'm fairly certain that no one here wants that to happen.
-Captain Morgan
Edit: And yeah, I probably do sound a little hostile. Your encounter left a poor taste in my mouth.

I can only humbly apologise for my actions towards you sir, I believe I crossed that line because I have seen so many gunboats getting around pirateing new people and being a nuisance. No, I am not telling you to simply ignore my vessel because I'm lvl 90, I did what I did because I was sick and tired of seeing gunboats lurking around the place and picking on the new players. I believe people like me and others do the tough guy never gonna pay stuff because we don't want to let go of our money. So again sir, I can only apologise for my actions and give you the explaination.
