**Open Comms - Cadiz transmitter 12951Alpha**

From : Elder Sparta. Pirate King of the OPG.
To : All reasonable trading factions.

Recently a number of factions including Zoner have been taking advantage of trading routes via the Omegas that have no benefit to the Corsair community or particularly to the people of the OPG. This situation is not to my liking at all.

From this point onward the OPG will demanding Cargo drops of up to 2000 units of your current cargo. Or similar resale value for goods. Only factions and ships who post here with their intentions to bring deliveries to Cadiz are to be exempted from this.

As an example our friends in the COnsortium have agreed to supply us with regular shipments of Gallic Wine we have agreed a limitation of 2 million per pass as a maximum taxation value.

Until I hear from your faction with a reasonable proposal ALL trading ships will be subjected to a 2000 unit maximum cargo drop or half your cargo whichever is the smallest.

Please respond here with proposals for how we can allow your transports the freedom of our space. Omegas are the province of the OPG and as such if your not trading for us your trading for our enemies and as such will be taxed accordingly.

Distinguished senyor Sparta,

I have noticed increased number of OPG members in Omegas 41 and 47. Since those systems indeed belong to you respected faction I didn't mind giving some donation here and there. The problem comes from the huge number of my fellow Zoner newbie traders (I refer to them them as "mute traders" since I get none response from them when I try to talk to them over comms) who are mostly concentrated on profit-making instead on establishment of good diplomacy with hosts, which is in origin the only proper Zoner way.

So, I don't mind giving away that big portion of my cargo or substantial amount of the ever needed credits or bringing even-more-needed food cargo to Corsair bases, as long as my ship remains intact and all our business is done in nice manner, showing mutual respect. Some co-ordination between OPG and other Corsair members would be nice though, since there is limited amount of credits/cargo any trader can pay in one route. Nobody wants to get pirated 5 times from 5 different members of the same faction, if you catch my drift...

Any unnecessary use of force, insulting and rudeness will not be tolerated though and if it comes to those I (as an independent Zoner, regardless to my seat in our distinguished Council) will find proper means to deal with them.

Greetings, Elder.Sparta!

My name is Agmen, and I am a freelancer. I have been making trips, not to Cadiz, but to Crete, with needed food supplies for your peoples for quite some time now. Is there some cargo that you specifically require to be hauled to Cadiz? My philosophy is quite simple - I'm an independant sort of guy, and I'll haul whatever makes money and if it helps people at the same time (such as bringing food and/or other supplies to Crete, because it's the humanitarian thing to do, after all) then it's a good thing.

And lest you think I have issues with cargo space - I'm in a nice sized Border Worlds Transport, and I'm quite capable of going just about anywhere in Sirius or Gallia that I need to, as I've done so in the past.

Thank you for your attention, and I hope to be able to reach an agreement that is mutually profitable for both your group and myself, and that can also help your people while at the same time hurting the Hessians.

Allow me to quote a snipet from Elder Sparta's proposal:

Now correct me if the following interpretations are wrong:
  • Omegas are the province of OPG and not the Benitez Family, HAF, Voss, or the Brotherhood?
  • Zoners trade with Zoners, who are not OPG. Meaning that we are your enemy?
  • Zoners supply the Brotherhood. Are they your enemy then?
I'm sure you didn't mean to imply any of those things, but your quote certainly...leans toward those notions. Just want to clear up these questions for future reference because I'm getting some mixed signals here.

Dont mix words with me. Zoners supply other zoners bases and from there the goods are shipped out to outcasts, mollies, bretonians and all other manner of filthy scum. Transports destined for Crete with food and other essentials have never been intercepted by OPG as we understand the need to deliver essentials to our home planet. These transports are not the issue. Those of you shipping goods to bases other than Crete or Cadiz are in it for profit and we want some. Flying through our space is not a right unless you earn it and our friendship.

I agree 110% with that, and attempts to divide the parts of the Corsair nation with questions of who's territory is who's, with be met with stony silence. The Corsair nation will not be divided with such an obvious ploy.

I'm glad that Zoner's twisting words cannot pass trough either Brotherhood or OPG. Zoners will pay heed to what they do, and try to follow their Council's example, it is the only way we can cooperate. I don't even want to mention that Cryer pharma is probably pretty upset at you guys for not hauling any pharmaceutics to Crete.

We are pirating cryer ships on our own because of that.

I am happy to announce that negotiations between Zoners and Corsairs are proceeding favourably. An accord has almost been reached between OSI, TAZ and the Consortium.

Thankyou to the delegates who helped avoid a disaster.

A final declaration will be made when negotiations are finalised in the next couple of days.

To Zoners ans Concerned Parties:
From: Elder Sparta. Pirate King of the OPG

Great News! After days of negotiations and much hard work from all delegates an agreement has been reached.

OPG and Faction Zoners including the OSI, TAZ and Consortium have compromised on a number of issues. Zoners were concerned at the amount of Corsair violations within their NFZ which has been causing them serious diplomatic problems and threatening their Neutrality with other factions. As a demonstration of our general goodwill toward the Zoners OPG have agreed to ensure NO OPG will violate the NFZ and will respect ALL factions who use the zoners bases reasonably. Where violations occur we will report these infractions to the CoZ and await bounty posting before seeking revenge on those NFZ violators.

Zoners on their part accepted that it IS the OPG's soverign right to pirate all vessels traversing our Omega space. To ensure faction zoner profitability and OPG secondary needs at Cadiz are met zoners agreed to a number of shipments being delivered for our grand parties. Wine, Tobacco and Weed will be delivered. As part of this agreement we will limit piracy to 2 million credit per pass on all faction zoners.

Independant zoners will have to build up personal profiles with individual OPG and as such are still liable for a 50% cargo taxation.

OPG recently sent a wing to help defend the Corsair enclave at 49 who threatened the security of the NFZ and the corsair people within it. A sign that diplomatic relations have improved dramatically.

Again I thank the delegates from the CoZ and faction leaders who helped to make this agreement possible.
