The only GB you could use withouth having a faction complaining or other peoples complaining is the Zoner GB or you could save about twice as much money and get the slavager frigate.

Still, what do you want to do exactly with it.

Liberty GB is for Navy only, houses don't publicly shell out Gunboats. And you can forget pirating in it. I might suggest the Zoner GB for an escort. It's cheap, and it's mainly a bomber deterrant, if you load missiles on it.
