History:
Originally intended as a Millitary Police organisation to operate within the Kusari Empire, the Kempeitai were formed with the arrival of the sleeper ship "Kusari" on Planet New Tokyo. Unknown to the public, the Kempeitai served first the Kusari Empire, spreading propaganda and arresting those who opposed the emperor, and fufilling its role as the "hidden hand" to stabalise Kusari.
With the discovery and settlement of Sigma 13 and Planet Kyushu in 60-65 A.S, the Kempeitai's influence in Kusari began to collapse as they were unable to cope and handle with the growing population on both Planet New Tokyo, Planet Honshu and Planet Kyushu combined. The Kempeitai were lost and forgotten (in the eyes of the public, they didn't exist anyway) with the Kusari Empire abandoning their cause and directing the stabilisation of the Kusari Empire to the Kusari Naval Forces and Kusari State Police.
In 100 A.S, with the final completion of Yokohoma Shipyard and the construction of Kusari Naval Forces ships, the Kempeitai was once again re-introduced into Kusari Society - however, this time as a small wing of the Kusari Naval Forces, consisting of very few people. Tasked this time not only with the spreading of propaganda throughout Kusari, the Kempeitai was now issued with surveying and gathering intelligence amongst the Kusari citizens and multiple coorporations - inclusive of Samura Heavy Industries.
Now no longer a small, deticated faction of Kusari Loyalists, the Kempeitai now consisted of elite naval forces pilots - the fastest in agility and strongest in manpower, and of course, the intelligence of the mind. Focusing now not on advertising the empire - the Kempeitai was now an intelligence wing of the Kusari Naval Forces.
After the "LCC Einstein" arrived in Kusari Space, the Kempeitai was tasked with observing and closely monitoring the Gaijn who had so rudely interrupted the peace and calmness of Kusari's society. However, the Kusari Empire could not let the invention of the "Liberty Engine" escape, along with the various other inventions that closely followed. The Kempeitai closely examined these foreigners with an eye of suspicion. As Jumpgates and Tradelanes followed closely in pursuit of the "Liberty Engine" progressed, the Kempeitai watched from behind the shadows growing cautious of the power that lay in the hands of these "foreigners".
As the Kusari began to expand into territory such as Tau 29 and Sigma 13, the Empire allocated furthur funds into the Kempeitai, where they began officially surveying each of the major "Kieretsu" in Kusari space. When the GMG was formed after the disaster on Planet Honshu reguarding the catastrophic decline in ocean harvesting, the Kempeitai furthur increased their zone of influence into Sigma 13 in order to keep an eye on the uncontrollable organisations of the borderworlds. Now the eyes ears and invisible hand of Kusari, the Kempeitai made up approximatley 23% of the Kusari Naval Forces.
When the Samura-backed coup d'etat overthrew the Hideyoshi dynasty, the following dynasty (and by extention, the following empire) furthur increased funds to the Kempeitai by an extraordinary extent - in order to secure the dynasty's seat as the ruling empire of Kusari. Once again, the Kempeitai began spreading propaganda across Kusari and now also into other, foreign organisations. As the Kempeitai proved its loyalty to the Kusari Empire - the emperor announced a split between the Kempeitai and the Kusari Naval Forces, not only in order to furthur secure the Kempeitai's tasked duties, but also to compete against the other known intelligence agencies of the other major houses.
Centuaries after the split between the Kusari Naval forces and the Kempeitai, the Kempeitai's influence in Kusari had once again extended to a point that those who opposed the Kusari Empire were immediatley arrested, tortured and even killed for their actions. When the war began between the Gas Miners Guild and the Rheinland Millitary, the Kempeitai played a key role in supplying the Gas Miners Guild with itelligence reguarding Rheinland Fleets and invasions, while also keeping in-touch with Kusari, foiling the attempted assassination of the planetary governor of Kyushu by Yuyu Matsuda (founder of the Golden Chrysanthemums).
Following the events of the 80-year war and the construction of Roppongi station, the Kempeitai began working with fellow Kusarian organisations such as the Artisan Farmers Alliance and the Hogosha in order to produce joint-intelligence concerning the border and edge worlds where the Kempeitai's influence were little or non-existant. After Governor Tekagi was assassinated by a joint Blood Dragon-Order operation in the Tohoku system, the Kempeitai furiously worked on reclaiming Heaven's gate and the lost Battleship Himjei, which to this day has yet to be discovered.
When at last, the nomad war was over (in which included a full-scale invasion of Kusari, utterly destroying most of their defences), the Kempeitai was tasked simmilarly to the other intelligence organisations concerning the alien race known as the "Nomads" and infected personell. As both of these forces gathered in the Tohoku system, the Kempeitai began organising a lockdown of the system - which unfortunatley was foiled by various groups operating in that system - such as Bounty Hunters and Blood Dragons. Nonetheless, the Kempeitai have full authaurisation concerning the research and eradication of the Slomon K'hara and the Aoi Iseijin.
Today, the Kempeitai's main focuses are on the Kusari-Bretonia war of the Tau's, eradicating the Slomon K'hara and Aoi Isejin from Kusari and generally spreading propaganda of the Kusari Empire, whilst still arresting those who oppose the war and the empire, and even still controlling Labour camps for Prisoners of War. Much confusion through the eyes of many have been seen in the true differences between the Kusari Naval Forces, Kempeitai and Kusari State Police. Although their three duties mingle about, the main differences are that the Kusari Naval Forces fight for Kusari, the Kusari State Police stabilize Kusari space, whereas the Kempeitai work for the Kusari Empire, ensuring that the Kusari Empire stays in its position of power and ensuring that the things better left unseen are left unseen in the eyes of the public. The hidden eyes, ears and hands of the Kusari Empire, the Kempeitai's loyalty to the empire is unbreakable and their determination to complete their tasks is unstoppable.
Ranking Structure:
The ranking structure of the Kempeitai follows the traditional ranking of the Kempeitai, formed during the period of which the Kempeitai was a wing of the Kusari Naval Forces.
The ranks are a follows:
Socho (Sergeant Major):
Back from the days when the Kempeitai was a wing of the Kusari Naval Forces, the rank of "Shocho" was the highest rank awarded to any member of the Kempeitai. Today, it stands with tradition, but instead of representing what would be a Sergeant Major, the Shocho of the Kempeitai represents the Kempeitai with a sole person, the leader of the Kempeitai. The Shocho forwards all major intelligence gathered by the Kempeitai to key figures in the Kusari Empire and the Naval Forces. In addition to this, the Shocho also commits spare time and effort into the highest tasks that would normally be assigned to a "Gunso". May use a Fighter, Bomber or Gunboat.
Gunso (Sergeant):
Serving under the "Shocho" of the Kempeitai, the two "Gunso" acts as the hands of the Socho, often organising and planning major missions and developing strategic methods of infiltration. Not only masters of stealth and intelligence-gathering, the two "Gunso" are masters of mental manipulation - often starting the major conspiracy theroies about their enemies - and the propaganda of the Kusari Empire. May use a Fighter, Bomber or Gunboat.
Gocho (Corporal):
Usually taking place as Mission Commander, a "Gocho" is one of the most expirenced out of all of the "Heicho". Promoted due to exellency in undercover field work, a Gocho's past life is forgotten, as his body and soul belongs to the empire. May use a Fighter, Bomber or Gunboat.
Heicho (Lance-Corporal):
The first rank capeable of undercover operations, a "Heicho" is promoted from "Jotohei" after supreme excellence in tactical combat and stealth. However, the journey does not end here, in fact, it is just beginning. The most dangerous rank of all, "Heicho" ranked members of the Kempeitai are placed in the most undercover operations of any other member of the Kempeitai. Be cautious...May use a fighter or bomber.
Jotohei (Superior Private):
Handling the jobs of Millitary Police and in-kusari matters, a Jotohei is not limited to Kusari systems as a Ittohei is, however, a Jotohei has yet to prove themselves worthy of undercover operations. May use a fighter or bomber.
Ittohei (Private):
A basic recruit after millitary training, an Ittohei represents the physical Millitary Police that the Kempeitai was originally meant to be. Participating in Psychological Operations throughout Kusari, an Ittohei cannot cross the borders of Kusari - into the Sigmas or Taus (excluding Tau 31,29 northern leeds and the Independant systems) without clearance from another member of the Kempeitai.
Areas of Intrest:
Kusari: Home of the Kempeitai and the Kusari Empire, in the end, Kusari Itself is who we are born to protect. The staging grounds for millitary police action (including the arrests of those who oppose the empire and the war) and undercover operations within Kusari, the Kempeitai mainly work behind the scenes, protecting Kusari from major danger - not from petty pirates. Primary tasks also include protection and extermination of "alien" races.
Borderworlds: Specifically concerning the Sigma territory, this area is under surveillence of the Kempeitai by order of the Shogun. Although out of the Kusari Empire's zoner of influence, these neighbouring sectors could produce as many enemies as well as friends. The Kempeitai survey this area in case of foreign attack - and to keep an eye out on the organisations that reside there.
Bretonia: Enemies of Kusari since 814, Bretonia is the key area of undercover surveillance and organised millitary strikes for the Kempeitai. Scouting is the Kempeitai's primary mission in this area - however, attacking foreign convoys in order to disrupt Bretonia's economy is acceptable and encouraged.
Independant Worlds: Eyed with suspicion by the Kusari Empire, the Independant worlds are often surveyd by the Kempeitai as the Liberty Republic has banned the Kusari Naval Forces from their claimed space. Thus, the Kusari Empire has issued the Kempeitai to survey this area to gather intelligence.
Rheinland: To be avoided at all cost except through diplomatic convoys, Rheinland is not an area the Kempeitai choose to operate in. Despite this however, scouting into Rheinland systems is acceptable - however, only "skim the surface". Do not head deep into rheinland where it is likely you will be discovered.
Joint operations with the MND against The Wilde and Slomon K'hara are acceptable.
Kempeitai's tasked duties:
Gathering intelligence relating to Kusarian and foreign organisations.
Scouting and organising strike forces against Bretonia (Inclusive of the disruption of their trade and
economy)
Research and protection against "alien" forces, specifically the Slomon K'hara and Aoi Iseijin
Arresting, charging and imposing whatever punishments necessary for opposing the Kusari Empire and
the war against Bretonia
Running and maintaining of Labour Camps.
Initation of Counter-intelligence and Counter-propaganda, including psychological operations.
Wings of the Kempeitai:
Millitary Police:
Securing Kusari through means of lawful activity, this wing of the Kempeitai mainly halts convoys headed to Bretonia through Kusari, silencing those who oppose the empire and protection of Kusari against Aoi Iseijin and the Slomon K'hara. All "Nomad" remains and/or Technology are declared contraband and shall be confiscated by the Kempeitai. Members of the Kempeitai in this wing shall generally use a Kempeitai ID and a Kusari Naval Forces or Kusari State Police IFF transponder - depending on which suits general activity of the member. Millitary police forces may or may not particpate in joint Kempeitai - Kusari Naval Foces fights against the Kingdom of Bretonia.
Undercover Surveillance:
Undercover agents of the Kempeitai are... Undercover. This means investigating coorporations such as the Independant Miners Guild, Gas Miners Guild and even Samura Heavy Industries. Undercover agents do not enter bretonia unless they must - and generally stick to Kusari, the Taus and Sigmas. Undercover agents use whatever ID/IFF as to whom they are impersonating - but all reports are transmitted back to Kempeitai high command.
Official Surveillance:
Tasked with officially observing organisations, these members observe an organisation officially - maintaining their status as a Kempeitai agent, however, using whichever IFF transponder that the member is observing. Members of the Kempeitai officially studying an organisation will be reported to by leaders/members of their chosen organisastion.
Undercover Strike Foces:
Generally against the Kingdom of Bretonia, members of the Kempeitai in this unit are tasked with Scouting and organising strike forces. Not usually fighting on the front lines, but rather in deeper core worlds of Bretonia, this wing is by far the most dangerous and risky, however, is possibly one of the most important wings of the Kempeitai. In order to hide undercover in Bretonia, no IFF transponder is used - however, the Kempeitai ID is a must.

Additional Information:
The Kusari Gunboat is to be used only in the Millitary Police wing and the Undercover Strike Force wing. The Kusari Explorer may be used in any wing.
Although seperated from the Kusari Naval Forces, the Kempeitai still serves under the Kusari Empire. All orders from the Shogun or high-ranked members of the Kusari Government are to be obeyed without question. Failiure to comply may result in termination not only from the Kempeitai but also from life as well.
The differences between the Kempeitai, Kusari Naval Forces and Kusari State Police are numerous. The unfilled duties left by the Kusari State Police and Naval Forces are often fufilled by the Kempeitai, however, the Kempeitai will never undertake any job that could be handled by the local Police and Naval Forces.
One primary difference between the Kempeitai and the Kusari State Police is that the Kempeitai do not undertake any operations that would be revealed to the public. Trifle things like minor attacks from organizations such as the Golden Chrysanthemums or Blood Dragons are often ignored by the majority of the Kempeitai, and are left alone. However, threats such as the Aoi Iseijin are often handled only by the Kempeitai, as would any "odd" appearances in Kusari (Eg, a lost Order scout in Kusari, and foreign intelligence agencies).
Rather on the other side of the Kempeitai's Zone of Influence, the Kempeitai also have differences in comparison to the Kusari Naval Force's attacks in Bretonia. Whereas the Kusari Naval Forces look to cripple the defences held by Bretonia in Leeds, the Kempeitai would usually not be found fighting on the front line but helping from the inside, commencing strikes within Bretonia. However, the obvious flaws in this strategy have lead the Kempeitai to having spent minimal time striking Bretonia from the inside out, but rather have lead the Kempeitai to commence more undercover operations often sitting in lost corners of core Bretonian space interrupting signals.
Above all, the Kempeitai's main goals do not include the stability of Kusari and realms under control of the Kusari Empire, but rather focused on pushing Kusari into Bretonia through other means than brute force, and above all, the continuation of the Kusari Empire, to see that it is never overthrown again.
I think it's a good idea to get the KNF and KSP a bit more active/established before venturing off into more divisions that will thin out the forces further.
EDIT: But on a more on topic note. It's a good faction, seems to have a good base to set it on. All you need is players. But just throwing in the opinion of antoher spy such as myself. It can get extreeeeeemely boring at some times without P-P roleplay.
although I do admit that the KNF/KSP need some work, I don't see why this should stop the creation of a Kempeitai faction.
After all, in my opinion, the creation of such a faction might just improve people's desire to join the KNF/KSP. If no-one is joining now, theres probably something wrong. I don't think this could do any harm.
HOPEFULLY....this can function more into a role like the Bretonian's QCP.....theres hardly any KSP left, and the Bretonians have at least 3 factions working for them. So...a Kusari equivalent to the QCP would help greatly.
A few things, first no 500 mil? Second, arent you already running the Blood Dragon faction, third, did you discuss this with the other lawful faction leaders in Kusari?
Beyond that, this basically seems to be a do all faction, fight the Bretonaions, track the gaijin, fight the Aliens. What dont you do?

Well firstly, 500m - no 500m because this is a feedback topic, not an actual faction creation request. Secondly, yes I am running the Blood Dragon Faction, but I don't see how that makes a difference - I still activley go on (maybe not in your timezone) but I still do activley pirate. Thirdly, I discussed it with various members of the community - especially those who already have active Kempeitai characters.

Also, seeing as I believe Ventana has done up a quick summary of the MND, I don't see why I should't be able to for this. This might not ever become an official faction. The 500m not paid is to alert admins that this is not an official faction creation request, as I have seen so many locked and deleted.
What don't we do?
1. We don't stop unlawful activity in Kusari (Unless they are QCP/Wilde/Nomads, or capital ships)
2. We don't fight on the front lines
3. We don't "Explore", rather we activley operate within organised factions
4. We generally don't interfere with Kusari's society, unless to arrest those who oppose them empire. Rather, we should be unnoticed in these actions.
5. We don't activley interact and talk in system chat.
6. We do not have the simple RP that a KNF or KSP has. Tracking Gaijn in certainly not the same was as a KNF or KSP does.
7. We don't interfere with the Kusari politics like the AFA/Hogosha/KNF seem to do, instead we report all intelligence directly to them. Its up to them what to do with it.
8. We don't claim to be entirely "lawful", although that is what we are. The activities that we do are not all exactly "lawful".
I could probably think of more, but meh, I need to go soon.

I'm Czech. I don't care about Gestapo. It is some time ago (over 50 years). I don't know much about the Nankin Masacre, but I guess many Korean and Chinesse won't care either, if there are any. And if they do, this is JUST A GAME goddamn!

Another leetle edit - I had a little think about it while dining. Yes, someone might feel wrong about it because their parents/grandparents were involved in this incident, but still this is a game. It's happening in different part of our galaxy. Minimal match found.
