Notes: Threatening people with reports is bad. You posted a report which contained insufficiant evidence for the offence you were reporting. But it did show you yelling that you were going to get the guy sanctioned in system chat. That's not a good thing to do.
If the guy did break a rule, then you should politely ask him if he knows what he's doing is against the rules. Not yell "If you carry on I sanction u".
