Imagine this:

A Corsair Praetorian flies in the Omegas when he notices an Hessian transport full of Blood Diamonds. Of course, since both are at wars in the Omegas, the Corsair would rather see the Hessian dead. Could the bomber simply kill the Hessian (After proper RP), without pirating it, because it was an Hessian? Or does it need to pirate it?

Since they are at war, you can yes, kill him after RP.
Still, like Kindred says, protect your behind.

Althoug I would think that its a rare sighting to see a report happy guy in a Red Hessian IDed transport.
A sanksun whore in the Preatorian, that will start shooting, then report the trader for engaging w/o notice is much more probable.
