When does/should the server restart?

First, when does it restart? I thought it was like 6am GMT.
But now I log on at 7:30 GMT and there is no server.

Brings the question.

When is the best time to restart the server?

Sadly, this will likely require a physical restart by Majkp, or for him to do network troubleshooting.

And he likely is asleep now, so it could be hours.

Play Civ 4!

Server is currently down, when in normal operation it restarts at 02:00AM for me, GMT -5:00
