I can't seem to find a pirate coalition faction and don't know if the SCRA really fits the description of unlawful (From what i can see I don't think they are what i am looking for...)

You fight for freedom, give speeches in the streets, and fight in those same streets when the governments come to silence your words, come to keep their people in bondage. You stand tall in the chaos of Sirius, waving the Cog and Hammer, a monolith of hope to all those trodden under by their governments, poor and wretched. You are their saviour.
You certainly do not take their money.
The people are not our enemies. We are their friends, their allies. We fight for them. Money has no place in the Coalition's peaceful and harmonious world. We do not care of such things.
We are the fighters for Truth, Justice, and the Coalition way.
We hate pirates like the Outcasts and Corsairs. They are opressors, the same as the governments. Fear Mongers, parasites. They don't work, they steal. They have no place in the world.
For we are the Coalition, and we are those who fight for the peoples of Sirius, against tyranny and oppression.

These coalition "pirates" should be considered semi-lawful. They are not fully dedicated to their own country, but everyone else is a good target. They sabotage and steal from those not loyal to the coalition. With themselves only in mind, all of sirius may suffer, even if the revolution does not take place. (don't know if I just described the scra there).
Well no what you described is a Russian mafia in game with Terrorist id's that can pillage and plunder all across the Sirius. We are not terrorist like we stated before. We are a military organization that uses PR and sometimes force to help the people of Sirius. Putting us in the same basket with a common thief if the same as putting a cat and mouse in the same room. Those two can't go together.
