I came up with an idea today while supervising the Hamburg-side of the trade embargo between Liberty and Rheinland. Since Rheinland is now open to incoming goods from Liberty, the officials might want to make sure if the incoming goods are not manipulated in some way. Since the taxation system isn't working and we need some RP regarding civilians too, seeing that we're still at war with Liberty, I have a suggestion to apply for incoming shipments.
A Military officer stops an incoming trader loaded with luxury consumer goods and asks him of his destination and the origin of the shipment it has on-board. The captain of the vessel admits the cargo is from Manhattan and his destination is Baden Baden. Now, since the Rheinland social elite probably wouldn't want their golden refrigerator to blow up when they want to have a quick pizza, the Military pilot should do his best to assure the cargo is not a sabotage attempt incoming from Liberty. To do that, he asks for a few (~10) pieces of the cargo the trader has onboard and takes them to a special inspection crew on Altona to have it checked. The Altona specialist team determines that the pieces of cargo are not rigged with small nuclear devices and return the goods to the Military pilot, who gives them back to the trader.
I tested this today on my [RM], it worked pretty well. Could this work out on a long term or become an official embargo supervision procedure?
In my opinion it might get a bit.. fidgety with all the traders that come through. Maybe if we had it like a random inspection like they have in Real life. maybe one out of five or one out of ten traders get this 'royal' treatment.
You wont be able to do other things like random inspections.
If you are on checkpoint duty and every 15minutes a ship comes by, you check every single ship.
If you have 6 ships coming through, you pick one by random if the cargo may be of interest.
Those ideas dont need to be approoved or put into guides, its roleplay.
Come up at those checkpoints with whatever you want, but keep it reasonable and making sense.
You are Military pilots, so act like they would act in a real space checkpoint situation.
Following those line of thoughts, I thought about setting a Behemoth or a RAT up to make it more RP-oriented. The vessel would be in control of the checkpoint and would house the team of specialists that would check the legitimacy of the incoming cargo. Of course, we could get Republican involved too, since they have access and better knowledge when it comes to trade business, it could be based at Altona in whole. The negotiations with Republican and the checkpoint vessel could boost the RP of Rheinland, I believe.
Could that be managed or should I stick with what I have in my power as a Leutnant?
Do whatever you want Alec. Malexa said it already: as long as it stays within reasonable RP boundaries, you are free to act. Maybe you give ALG a call, whenever you find hazardous material?
Anyways... nice approach. We tried that half a year ago, if I remember this right.
Anyways, setting up a shared ship would require making it official and have it treated like the Rotes Kreuz, as far as I'm concerned. It would surely involve pretty much the whole of [RM], I strongly believe I should get RMHC approval to do this.
Getting the ALG involved is an awesome idea. If this starts off, I'd love to have a talk with Herr Schmied about his company's involvement in embargo supervision.

As an addition to what Ventana said, this is such a common stereotype. Not all traders are lolwuts and even those who are can be made to stop if you tell them they won't be harmed. As I said, we tested this yesterday and it worked even when people with lacking english knowledge or RP skills showed up. I don't see how this would mean a drawback.

Herr Schmied suffers from a terrible disease. It will take some time for him to recover from it. However you can contact ALG Waste Disposal at any time, if you wish to get a helping hand with dangerous materials.
And I am not sure if it is a good idea to get another shared ship to our list. (Is the Rotes Kreuz active actually? Hopefully the account wasn't wiped due to inactivity.) But it's not only up to me to decide that. I am looking forward to a constructive discussion with the other RMHC members about that topic.
