Well where to start. Finally an answer. From what i have seen your arrogance and your seclusion from those who only wish to help you will be your downfall. I run no empire now but an.. Organisation shall i say.
Ive taken a thought or two over this and ive decided not to bother with any relations at the moment. And i damn well assure you that pilot was handed back. We picked him up after he was gunned down by god knows what the hell was out there.

Konnichiwa Shogunate of the Rising Suns, I am thankful you have honoured me with a reply, and thankful to Emperor Noctis for allowing me to intervene and continue this dialogue.
My Emperor is correct Shogunate, the initial arrogance shown should not be forgotten, and for this I apologise. Emperor Noctis is wise in many ways but has not the experience of dealing with as many cultures directly as I do.
As to your initial questions I have also accessed and surveyed the datapad files and also gun-cam and other evidence from the meeting in Tohoku. From what I can gather the meeting was highly strained and bordering on hostile, even before your pilot was noticed.
Our pilot carrying your honourable Blood Dragon was newly returned to Sirius, as now we have a home many more are starting to come in from the black. All our people are required to attend and successfully pass an induction process for re-integrating into Sirius; unfortunately that pilot did not.
It appears due to the hastened timing and location of your meeting with Emperor Noctis, another escort pilot could not be found, so someone who has now been disciplined sent a non-sanctioned pilot into Kusari space.
Unfortunately due to our recent return to Sirius the reputation of our individual ship officers is not as good as is required in some locales. I cannot answer whether your honourable Blood Dragon was engaged by our pilot in error, or whether your pilot engaged ours and there was a retaliation. That matter in on-going.
The question of why he was not released is easily answered, as taking into account the lack of knowledge of our pilot of Sirius customs and the honorable way of your people, and the fact our pilot was only used to highly aggressive engagements with other races outside Sirius.

On the matter of ship classifications used by the Shadows this is simply answered. Having returned only recently to Sirius the Shadows have no access to our original ship-building facilities or indeed ships. The few ships of ours we still possess are either on their way to Sirius or damaged beyond use at this time.
With the need to have ships as obvious fact we have been dealing with many factions, brokers, ship building companies and even sources which could be classed as illegal. This is and will be a necessary practice until we can establish ourselves properly with our own ship building facilities.
At present the Claymore class gunboat used by Emperor Noctis was procured by myself in exchange for a large quantity of non-Sirius plantlife I had collected. the Gaian's seem especially fond of that kind of thing. I understand your blood vendetta versus that faction, but we have only purchased the ship not the allegiance.
You may also see my brother Angelus Revane, he pilots a Conference gunboat received with approval of the Zoners. He has also witnessed the great prowess of your warriors and is constantly nagging me to try and purchase some Dragonfly missile turrets.
We are attempting to establish ourselves in Sirius again, and as such must use whatever equipment, ships and materials we can prior to being self sufficient.
