Hello there...

I have something to ask....

Can Corsairs go to Rheinland and pirate there?
Can Corsairs Guard go to Rheinland? (go with ships above GB, i know that i cant pirate in capital ships)

I am just interested CAN corsair enter Rheinland space...

they can. but that doesn't mean they do. personally i don't move further than rheinland borders, but that's just me.

Corsair capital ships (Cruisers and Battleships) are not supposed to go outside Omicron Gamma, Omicron Kappa, Omicron Delta, Omicron Theta, Omicron Eta, Omicron 91, Omicron 93, Omicron 94, Omicron 96, Omega 41 and Omega 5 without permission from an Elder.

As for going pirating in Rheinland, you are pretty much free to do so, but as has been said, it is best to stick to the bordering systems, such as Stuttgart, Munich and Dresden, though you can go further if you wish.

You can pirate there, and the locals won't mind much if you wanna pay them a visit.

* Corsairs don't really go to Rheinland Space, just when they have some major conflicts with Hessians or Rheinland Government.
So for Piracy, you are free to choose between regions close to Gamma, best place would be Sigmas and Bretonia.
That was from a thread some time ago with nearly same subject, but in your case;
According to Laws of the Corsair Empire, Cap Ships must remain in Corsair Core Systems, so... Parking your Legate next to New Berlin wont end well.
And about operating in Rheinland in General... Rheinland is a dangerous place for a Corsair, Because Corsairs don't have any Allies there, and its a bit "Far From Home" for them aswell. Thats why they don't go there, but if you feel lucky, or crazy, or have a very good reason to be there, you can be there! But you'll be attacked by Every Single Lawful and Unlawful faction around you, so you'd better watch out!;)

Actually, they have no bases to base off in Rheinland.
You all will scream: Kreuzberg, but that's not option. Some random Hessian can freely kill you in bar, that's all. So, IRP Corsairs in Rheinland terroritry aren't much sense.

So far you can go into Stuttgart, Munich (through S-17 JH and it doesn't mean you're all over that system), Frankfurt (only to pursue targets of piracy / hunting from S-13), Omega-15, Omega-11

You can go there but its more of a rare occurrence. You never see Corsair NPC's there aswell. Think of it like a Blood Dragon going into the taus- not every day.

And one mote question: Is there any system where can I hunt OC NPC's capital ships (gunboats, dessy, etc.)
I know in Eta have missions without capital ships, only fighters.

All these silly queations are because I was thinking to hunt some capital ships (they drop 100k credit cards, gunboat captain and fleet commander which I sell for great price). I know there are capital missions everywhere, but every 10. mission is capital one. That is just irritating.
So tell me where can I hunt NPC's capital ships, especially OC capitals.

Well, the only place I've seen OC Caps is Alpha, so....
But you can go to Delta and sit around Palau Ice Cloud (The one with BHG Base in it) when player count is low, (Dont enter the cloud though, just stay a few klicks from the edge) And you'll be ganked by Threshers!
