The command saves the last 3 minutes of the chatlog between the reporter and the offender but will filter out anything not sai by the two parts involved.
The said report would leave a text document on the server/remote location for every report filed. Thus the report system can be made more efficient, as it is faster to judge by unaltered chatlogs only accessible by admins. Thus, if there is anything unclear, you wont have to waste maybe hours of chatlog reading a day to find the relevant conversation.
Some may say this will create some extra load on the server, but infact, it is a matter of simply generating .txt files around 5-10kb.
The reporter would get a green message with the report time and subject:
Report Sendt:
"The offender" 3/05/2010 OOC
This might be helpful for the admins, but i dunno if it would be too much of an hassle to add. Also to note, many arent reporting, because their too lazy to bother uploading the pics and writing all the stuff. This would leave people with no excuse to report unless they dont want to.

there are thos who dont report because their nice. Then theres that large crowd that dont report cuz they gotta upload the pictures and write it all (and maybe make a forum account too), those guys are the ones who see alot of **** and should be the ones who can, without being forced to join somewere, correct server gameplay.
Now, im not saying this isn't handy for all the player who DO file a report, it definetively is. It's also handy for the admins, as this can't/won't be tampered with without admin interference. So if an admin tampers with the evidence, he/she is also abusing their powers, and such there is another "security" layer added to this form of report...
The idea is inspired by something i remember from Runescape. Where you ingame can report violations, and the servers record the last 60 seconds before the report was filed (thus anything from illegal item stats to swearing or cheating would be video recorded). On the downside, a videorecord DOES take alot of CPU/Harddrive capacity, and thus it is better to keep it in a .txt format
dont report violators becauuuuse? some of us dont want to be forced to make an forum account and then write and upload stuff?
This is for the *cough*lazy bastards*cough* who cant be arsed to look if there is a forum at all. The ones we labels lolwuts without thinking that they too might or might not know that what your doing is sanctionable. And even though they may have learned through ingame experiences, they still dont know the forum, or dont want to make accounts there for they consider pointless.
If you cannot be bothered to file a report, then it probably wasn't worth reporting the incident in the first
place to be honest. This is Freelancer, not Sanctionlancer.

so you want to continue digging in "endless" chatlogs to confirm sanctions with poor supporting evidence?
This would help admins, and this would help catch the rule breakers. Simple win-win situation for an admins perspective? yes, id say so.
You get less pottymouths (more happy players) and you get less headaches from sanctions who needs server chatlog verifiaction (maybe not so many of these, but still).
Yes it may create uneeded sanctions, and seem like a kind of "whitch hunt" for rulebreakers. But considering its more helpful then destructive, its not bad either. I mean, if you drop the F-bomb in system, you dont deserver to get away because of lazyness.
