Since the overthrown of the previous Kusari Empire, the new Empire, ruled by the Shogunate, wanted itself as a more positive image of a new, democratic form of government. For some, it was a dream finally coming true.
For the others, the switch of power was a complete fiasco.
Despite promising claims at democracy, Kusari remains a nation low on human rights issues and even though the democratic levels did rise slightly, it is considered by many to be absolutely out of time - the Kusari space is ruled just like feodal lords ruled their land in medieval Japan.
Above everything, it created violent factions among them the fearsome Blood Dragons, generations of warriors coming down from the once imperial guards of the Old Empire. The new government was also critisized by many House Corporations that they had a high number of pirate activity, among such criminal organisation, the Farmer Alliance.
A powerful crime syndicate was also born from the incompetence many asociate to this New Empire, the Hogosha, with secret ties to the Corsair, one of the most organised pirate house of all Sirius.
The New Empire was also a complete failure to some on the economical issues. By giving complete monopole on multiple goods and services which once were held by thousands of corporation to now only 3, new enterprises couldn't develop anymore - creating a no-house-concurence situation in which prices went up and down according to the corporations willingness to do profits or not. And the government failure to control the Synth Food over flood of "junk food" only lowered the general opinion of the people's toward the Shogunate.

Because of this, a group of revolutionary men decided to create their own empire. They were desillusionned politicians, truth-seeking military leaders, citizens who believed in a better future and soldiers who seeks justice.
Through some of their powerful contacts, they managed to take their places within the Blood Dragons, who gladly accepted these masses of rebellious men and women form all around Kusari.

Nowaday, the operations of those known as the Dragons Empire (named mainly in honour of the warriors who kept fighting for the freedom of Kusari) are mainly secretive. They seems to have no real intention into taking over the actual government and even tries to have friendly relationships. To date, they are a neutral new government welcoming any Kusari citizen who thinks his place is within a new, more liberal form of imperial government and acts as a powerful political force within the seats they've acquired within the Kusari Imperial Shogunate.

Problem.

The Blood Dragons don't want a new Emperor. They want to keep the current Emperor, but have the Shogun run the show.

The Blood Dragons wouldn't align themselves with a false Emperor.

Myabe there the People from the Blood Dragons that did not come with us to make the Empire, and they still hold hope that they can fix the Kusari Goverment

Also, if you made your own country, you'd need all your own systems.

There isn't a whole country's worth of empty systems lying around.

lol, no we will of course have only a system or two but remember our country is just starting out that would account for the lack of Empire Controlled systems

The other factions already have a monopoly on natural resources, so you will probably have to steal what you need.

Dog, unfortunately here at Discovery, the Blood Dragons are pirates and its going to be difficult if your
diplomacy with all the existing factions doesn't reflect this.
If you need neutrality maybe something like Kishiro would fit your story line better ...
