I would like to know if it's possible to post a pinned full list of the currently warned factions and update it along the time. It could be on the Sanctions subforum, e.g. This way a new player who seeks a faction, like me, could know which ones has a good RP and which ones not. It would even "encourage" more the currently warned factions to fit more the Roleplay and avoid their name to be "blacklisted", which would avoid the possibility of getting many new members for that. Also, besides the RP reason which is enough (e.g. I want to make sure the faction I'm joining has a good RP), some factions are being full-banned, so it would be good to know where we are getting our foots in...
If you are serious enough about knowing who the problem factions are, you'll take the time to search for the information. Another way to do this is to ask around. Talk with those who are in the faction you're interested in and those who have had encounters with them. Admins only respond to complaints brought up from time to time. Best way is word of mouth from those in-game.

I see... you and BULLDOGNK got a point! I just don't want you to think I'm lazy or something, I had reasons for making this suggestion and, although you don't agree and I understand why, don't think that's a "lazy" matter because it's not!:P
Better try to find some members in-game and "test" their RP...
