I am Minister and likewise Don, Set Ramirez of the Venezi Syndicate and of the Outcast commonwealth.

I approach both of you today to discuss possibilities..

First of all, access to your bases for my.. Pilots, as they will need respite in both Liberty and Bretonia, when their work takes them there.

I can assure you three things.

• 1) They will assist you against our common enemies
  2) They will not pilot anything bigger then a Gunship, and if in one of those it's a rarity.
  3) We will not overstay our welcome
  

In exchange of landing clearances for all my pilots on occasion, what would you ask of the Syndicate in return?

I'll echo my Underboss' concerns. I've no desire for a flood of pirates in tridentes, or any other ship for that matter, to plug up my trade lanes in Liberty. We've fought hard enough against unassociated Outcasts encroaching for years, what makes you different? If it's merely docking privileges you wish, rather than hunting rights, then I'd suggest you specify. We Rogues have been called worse than jealous in territorial conflicts. Something about competition that just doesn't sit right.

You're going to have to convince me that this is in our best interests. I've no idea how, but that isn't my job. I do want to know your plans for my Liberty, however; what's its use to you?

I know you may not put trust in me we have had our share of.. Problems in the past..

I am simply asking for docking rights on your bases, as I stated in my previous communique.

The men that may stop on your bases are part of the Elite killers of the Outcast Commonwealth, known to outsiders as the Assassins, they take our valuable targets all around Sirius, hence why iv'e came to you to ask to let these men and women have a chance of respite, without having to seek a way back home.

As for cardamine Councilor David DeWeste, they will carry the Cardamine they them selves use, and not to redistribute. That is for the.. Smugglers to handle..

I and my Syndicate have NO interest in Liberty, it is only a place where many targets go, where they hide and where we still want to catch them.

You have my word that there will not be any Tridente's flying around carrying the Syndicate's name, as far as im aware there is only one in my Service and he has little interest of Liberty.

Bretonia on the other hand, is a place ripe for the picking.

The Molly Council, I am afraid to admit this, I do not know your standings with the Armed forces or the crown these days, but we outcasts have been banned from their space.

Whilst many paths to our enemy lie in Bretonia, and also an high activity of them.

We can discuss possibilities and even begin negotiations on terms of stay in Bretonia if you so wish. We have a base in Bretonia. But it's small and carry little at the moment to resupply our ships.

We are interested in setting up a small task force based upon Cape Wrath, and we also wish to.. Assist the Molly's in their Struggle..

Agreeable terms. You've your permission to dock on any of our bases. Keep in mind, you'll still get killed if you drag a tail back to one of those bases.

Keep in mind that while in our turf, you may see Rogues making Liberty inhospitable those Outcasts who choose to pirate here. Better to just move along, if you take my meaning.

Molly Council

The Council, as a whole, declines your request of the use Molly facilities by Outcast military or martial forces.

While we have enjoyed good relations in the past, recently they have deteriorated due to rampant individual Outcasts disobeying our laws and damaging the Mollys as a whole.

We see little reason to allow Outcast military forces to land on our bases when you have one already in Bretonia.
If your forces are unable to reach your base in Newcastle then they are either dangerously low on supplies or being pursued by hostile forces.
The former being something the Junkers or IMG could help with, the latter resulting in your forces' termination by our forces before reaching the base.

However, the Council has not denied access by trade vessels.
The decision to allow access of non-martial vessels to Molly stations is left in the hands of those who rule those stations.

In terms of general trade and supplies, it is also the decision of the station rulers. It is doubtful that many will have problems with simple trade.


To finalise:
Outcast martial forces are denied access to Molly facilities in Bretonia.
Outcast trading forces may be permitted access to Molly facilities in Bretonia pending the decision of the facility ruler.
General trade may be permitted depending on the trade partners decision.

Honorable Molly Council

I am.. Disappointed in the decision to be honest.

I was looking forward to re-opening negotiations and friendly relations yet again..

I appreciate the possible clearance for our Smugglers and traders, that will help allot.

Now, just to make things clear to both of us.

We in the Syndicate will start to operate in Bretonia, we will use our Base and re-supply it if needed for this..

But the reason we wanted access to your bases where simple, we wanted to be able to dock there if the situation needed it.

If you are worried of a FLEET of our ships then you are mistaken, we do not move our FLEET outside Outcast controlled space. It will be small crafts, fighters and bombers.

But, I await your decision about our smugglers and traders..
