I know we cannot have capital pirate ships looming around like a pile of hornets on vodka going "Money or die" all the time, I know this. This has since led to PTrans, bombers and Sabres flying around with absolute glee.
Therefore I suggest a new ship that is powerful enough to take on a transport with some ease, but is not good at all against taking on bombers. This can be done by giving it good weaponry, but with bad firing arcs, as in no more than three guns firing at one point, or just a low number of them with a decent shield, but still not anti-bomber or anti-transport worthy.
This idea strikes me because what if we had hybrid combat transports floating around hunting for cargo instead of electronic penis money, or credits as its called. Cargo piracy has flavour, and the the ship have a good hold, but nothing like a transport's so it can't take all of its stuff.
This would allow some brave pirates to go into the great blackness and try to hunt for cargo, while knowing their ship is not good against bombers at all, or fighters.
The ship is bigger than a gunboat, maybe bigger than a Ptrans, just with not at much of a cargo hold so it can't be a trader very well. Wish I could design it.:(

Gunboats arent very good at fighting fighters or Bombers, mainly transports, and the Raba is a transport, just with lots of armor and a low cargo hold.
Edit: I am not sure what hole you are trying to fill. but I am fairly sure it isnt a hole to begin with.

Time out. You included the Pirate Transport, and now you're complaining about not enough ships capable of cargo piracy? And given the PTrans's lacking agility and limited gun arcs, it's really not that good at taking on bombers.

The Big Dragon's another ship that handles it decently - not quite as good in combat as the PTrans, but it's still not bad.
And, hell... freighters, people! Try them! If I can pirate in an unarmored Train, I think most people could handle piracy in a freighter. Less profit, but at least it's easier to escape.

The Pirate Transport, Firefly and Raba are all ideal for raiding other transports and they are not going to be much good against a half-decent bomber pilot. Anything that might be deemed as a hybrid would most likely fall into the freighter category and the Junker CSF is a prime example of this. As well as that, the Bactrian and Civilian Anki are also useful and may even stand up to a bomber if in the right hands. Given these, I really don't feel that a light, combat-orientated transport is warranted. What may be appropriate is making the Armoured Transport accessible to pirates.
Further to this; like with traders, any raider transport should have an accomplice that can handle bombers and together might deal with the average lawful or bounty-seeking gunboat.
