I'm trying to update the Wiki and am running into some issues with some NPC factions having multiple "official" player factions listed. I would like to know who's the official faction in charge, and which faction needs to be bumped to unofficial status. Frankly, a one on one relation is optimal in these and I think also enforced, due to issues with the faction affilation affecting all those of the faction.
So? Who's in charge of the NPC bases, and faction-wide settings? Basically, who is the leading faction for each of these NPC factions?

I'd love to see a number of these booted back to unofficial player group, or simply declared disbanded for inactivity, until only -one- faction per NPC faction remains. That, or get some of these factions their own ID and IFF to use. But for now, who's in charge of such as FR5's for each of these groups listed as conflicting? And some of the Gallic factions don't seem to even have a player group formed yet, although I suspect that's because the Wiki is outdated.

the corsair npc faction is lead by the corsair council. yes, we still lol around and destroy diplomatic relations with everyone. isnt it obvious? in consists of representatives of all 3 official factions and some important and active indie players
and hogs are [|] not [l]. its the same symbol used in |syn and |Sails tags.

The Zoners don't really have a proper leadership at the moment, its more of a cooperative.
The BHG| and BHG|Core are separate entities. The core focuses artefact acquisition, while the BHG| are just normal bounty hunters. The core has its own ID I'm pretty sure.
GMS... don't think they're official, but there are a few GMS that float around in Tau-23
+LE+ or something similar seems to be the brigands faction at the moment.
The LaBrise family was the player faction for the Union Corse for a bit, they weren't official, and I haven't seen them around in a while.
This is just my take on things as I have seen them. Could be a bit inaccurate, but its better than nothing.

Now, as far as far as the HF go, they have their own IDs, DSE will become official again in the future (DAMN YOU SPLORF!). Also, USI are quite active, not sure of KOF, but I've seen them around.
what i wonder is .... why do you care so much if its one faction or multiple factions / npc group?
many a factions were created and established long before the admins decided to make it a 1/npc faction rule. - and it would be impossible or outright unfair to re-apply this rule backwards... cause who is to tell who deserves official status and who does not.
anyway - is it detrimental that some factions are led by multiple people? ( asking someone of any of these factions can usually turn up sufficient people to talk to in case of trouble ) - FR5 are based on a global detrimental behaviour against the factions root characteristics - so it also does not matter if it one or many factions.
generally - trying to apply the 1 / faction rule backwards would cause a lot more trouble than keeping it that way.
when it comes to inactiveness - there are factions that do not satisfy the demands anymore indeed. - but sometimes the rules are bended or ouright broken to no detrimental effect. - its just like that... not every rule that is broken harms gameplay, not ever rule that is obeyed to the letter benefits gameplay. - its usually the admins who decide which ones can be bended and which ones cannot. - that is their responsibility

I care for it because it makes it easier for people to know who to turn to. And less a headache when one side wants an FR5 on something while the other side does not. FR5's that affect NPC factions should be handled by a single entity in my humble opinion. If multiple groups exist under that entity, use the KSP/KNF example. It makes the factions more visible rather then fragmenting things even further to the point where factions consist of 2 people being on for an hour a day.
As for who deserves to tell who's official or not: That would be the admins, as they give out this status.

The Hellfire Legion/Lane Hacker situation is.... problematic at the moment, but we're working on getting it fixed up for the next version.
At the moment, I suppose you can consider the Hellfire Legion responsible for the Lane Hacker Guard group and all Guard bases, and the LH Lane Hackers responsible for the regular Lane Hackers group and bases.
Bumping either down to an unofficial faction, though, would make more than a few people very, very unhappy. Both are rather old factions.
