A question surfaced:

Who owns Omega-11 according to official (Rheinland) terms?

There is one lawful Daumann station in there, and the jump gate is Daumann tagged as well, unlike in the rest of Rheinland.

Is it DHC private property or is it Rheinland state-owned?

(In before someone says "Hessian" in an amazingly funny manner)

Do you see Military/Police NPC patrols there?
If yes, then its state owned, if not I'd say that it 'belongs' to Daumann.

In RP it belongs to Daumann Heavy Construction. It's not a guard system so Daumann can't shoot whoever they want but I don't see anything that will keep DHC from RP'ing ownership over the system

Edit: And no, there are no Military/Police NPC's. All I've seen were Daumann and Hessian NPC's, but there may also be BH or sairs there

It's independant system without official ownership, but with Daumann mining operations.

I agree with this person. No corporation owns any systems (Except Oita).

Also interesting is that if you haven't seen the above thread and haven't bought one of their overpriced (my opnion) licenses, then you happen to fly through Omega-11 on your way to another system...YOU WILL BE SHOT ON SIGHT!!!

Rulewise:
It's an Borderworld system, not part of the Rheinland house. It has a Daumann and a Hessian base. It has Bounty Hunter and Corsair additional patrols, and various trade ships travelling along the buoys from the gate towards Solarius.

RP-wise:
It's a mining colony system that Daumann more or less annexed. Daumann as a corporation could lay claim to the mining grounds (which the Hessians would contest) either alone or backed by the Rheinland military. That they start to impose mining taxes and tariffs for entering the system is interesting... Unless this move was sanctioned (and enforced) by the Rheinland government, I don't see how this could be a lawful act. However, considering only Daumann and the Hessians receive a serious diamond mining bonus, it's doubtful that they'll have much competition in mining. And taxing your own indies is against faction rules I believe...

Imposing a tariff for trade vessels is in and of itself an unlawful act, which I do not believe the Daumann ID actually permits (unless against a rival mining faction). Would be interesting to see what the RFP make of it:). It's no better or worse then piracy, to tax players for moving through a nonguard system. But be careful in going agressive, Daumanites, for a 6.10 sanction doth loometh...

You will be shot on sight IF AND ONLY IF the Daumann ID allows it.
If you have an IMG, BMM or Indie Miner ID you will be shot, just like you should be shot in any other omega system, accordingly to our ID.
If you have a Liberty ID - navy, police, corporation, etc - you will be shot on sight anywhere in Sirius, accordingly to our ID

We do not want the Official Discovery 24/7 rules to recognize O11 as Daumann space, we just want that InRP the Rheinland Government will do it. Again, in game nothing will change
We do not want Omega 11 to become the DHC guard system
All we want is an InRP recognition of the ownership by the Government

A lot of factions bring the NPC argument in ownership-related issues. The only NPC’s in O 11 are Daumann and Hessian. I don’t have any problems with the Hessians claiming the system as their own (which they do and nobody has a problem with it)

Edit: Daumann ID:
-Cannot participate in any unlawful actions except against BMM, IMG and Miner ID pilots within the Omega systems in addition to Liberty lawful and Liberty corporate factions.
