Shagohad has been rather busy in other ventures, so as a temporary solution to the growing indie problems taking place in alpha I have granted Davor the powers, and title, of my second in command until the human trash has been cleared out and we all understand the value of doing as those who has played this game for FAR LONGER than you have, and ever will have, tells you to.
We're not "oppressing" your precious freedom, we've trying to uphold the standards of the server, and the Outcast faction... and if you screw up now, well... then you'll be blown up... again... and again... and again.
Follow the rules of the server.
Follow the roleplay of the Outcasts TO THE LETTER.
Do not think that you have any power beyond that of your own ship.
And lastly: Treat us fairly and be treated as equals... screw with us and be shown the door. That is the directive.

The alternative is to ask any 101st member who is online to explain the basics of Outcast roleplay, which isn't that hard to do. Most of my guys would be pleased to assist so long as the indie in question isn't one of the witless fools who've decided to insult them in numerous ways.

That ought to give you a general idea what the more "advanced" aspects of our roleplay is.
Other than that...
1. Don't fire countless battleship missiles while a fighter craft battle is taking place.
2. Raiding Gamma is fine so long as you don't bring EIGHT dreads.
3. Liberty and Bretonia is fair game if you feel like you want to be shot by the Liberty Rogues for trying to stal their "turf", of BAF for being a pirate in Bretonia...
4. Don't go berserk when a member of the 101st tells you to butt out in a battle. Ganks are never fun for the enemy, no matter who it is. (Yes, even Reavers shouldn't be treated to ganks.)

Maybe one of your members could write it up then? It seems to me that making every attempt to equip the persons you're seeking to educate with the tools they require to succeed would be ideal. Simply demanding that they know what you want them to know without issuing any accompanying guidelines will lead to a slurry of differing viewpoints at best and a morass of indifference and ill trained persons being used as raid fodder at worst.
