Yes, according to the popular beliefs Keepers and Wild are the greatest evil ever and certain groups such as Order may shoot them just because they can and should. No idea, your character probably hadn't ever met any Nomads before and unless he recieved an order he most probably won't shoot something blue and glowing that can shoot back. No, you can't know if that's a Wild unless he uses Nomad equipment or talks in math.
The final answer is: depends.
