I am Interested to know, should Militaries have the 'Allowed to stop and scan ships' removed from their ID? I think so:

a/ Give's the Police something to do,

b/ Doesn't make sense that the Military would be stopping simple traders, when they have more important things to be doing.

The military should be Hunting Pirates, attacking hostile forces and defending their system from Terrorists. The Police would be the ones doing all the Halting and Scanning.

If the Police caught someone however, the Military would be allowed to intervene and engage the hostile.

As for choice #3, Limited would mean that the military is looking for something such as a fugitive and they are scanning ships entering/leaving an area.

Thoughts? Suggestions? Flames? Post them.

Depends on the RP of the planet /system.

If the planet/system is under a Dictatorship control, like USSR or China, then the Military will have a hand in policing it's borders.

Or at least from what i have seen from watching Clint Eastwood's movie : FireFox.

If not, then the police are the first line....and when they can't handle things, then the Military is called in.

If the server held a lot more people and a lot more people played, enough so there was room for so many factions in a way that indeed there was "work" for both police and military I'd agree with you. I don't think limiting military would really promote police, but rather fracture even more the factions into small and weak ones as opposed to centralize the lawful work into bigger and stronger factions. Even the bigger factions (20+ players) don't show a big presence in game (4-5 players at the same time in a good day). I think it's just too limiting. If the military can't do police work as scanning ships, what would police give away? Engaging foreign hostiles?

Well lets do the flip side too:

Should Pirates be able to tax? Or just raid trade lanes like the typical pirates do in the Single Player and the same thing the NPC's attempt to do.

Simply put, we're outnumbered by the NPC's by 100:1, of course they're going to have more people. Thus the reason the military is halting and scanning people. Sorry, if they see you with no no cargo, they're going to stop you, military or police, it don't matter. You're going to be told to drop the loot.

scanning another person is mandatory. asking someone for his cargo after a scan is - well, beneath the military. however if a smuggler happens to run "into" the military - there is not a single reason why the military should not enforce police duty there ... that is, unless there is a policevessel close. in that case the military would tell the police and leave it to the police.

the military or semi military factions would not activly patrol for contraband. !BUT! that only includes minor smugglers ( freighters ). i find it perfectly fine when the military goes for the bigger fish. that does not only include the source of the contraband, but also the bigger dealers. while a freighter with like 400 cardamine is a serious violation to the law, the police can still handle the situation just fine.

when there is an advanced train with 5000 tons of cardamine however, its not only a random trader that was picked as a courier, but someone that is deeply in drugs and smuggle. that is certainly something the military would take care of. ( + investigate )

this is a base for quite some RP raids. when the LSF finds an advanced train full with cardamine, its not an issue of a single smuggler. the LSF / Navy would certainly go for such a smuggler - but wouldn t stop there. its essential to investigate where it comes from, cause smuggling in such a large scale needs to be organized. - so catching a trader in manhatten and "asking" him about the locations and his route might well end up in revealing every jumphole up to omicron-alpha... which can then result in a major military operation against Malta - by the LSF and liberty Navy, possibly even a joint force with the KNF.

think its carried away? - dont think so.... but it can aswell end up in a quick strike by LSF forces against Malta instead of a full scale military operation.

when its a transport with contraband, i think its totally inRP for military units to activly go for it.

Just a point here, but, unless it's been changed I'm pretty sure that the military NPCs scan you too.

The police NPCs do it more often (like 6 times between the fort bush trade lane and manhattan's docking ring) but I do remember being scanned by military NPCs and ordered to drop cargo.

Therefore why can't player military factions?

Plus, I also remember that police factions never have been that popular because the military gets all the HFs, VHF and capships. While people seem to think that police factions should only use LFs.

Just something to think about.

EDIT:

After reading the other thread about police factions and their ship use... Perhaps it should be worded differently.

Something like that while the police can stop and scan/demand cargo within say, 10k of planets, bases/stations and tradelanes then military can only do so beyond 10k of planets, bases/stations and trade lanes.

That way theres a definate seperation of the two. Police patrol the lanes, around planets and bases/stations while the military patrol the areas in-between.

just another thought to mull over.

The difference between military and police is a trivial matter that is made concrete by democratic ideals. The fact is that militaries are the police in many many autocratic countries.

The differences that matter in RP are jurisdiction. That should be a matter of RP between the groups. Maybe we ought to emphasize that the police are not subservient to the military. Only in a time of war is the military actually in control of things and able to trump police jurisdiction.

But in the world of FL the military is out there alot more than in our world. So a balance is required. Eliminating the policing powers of the militaries is just gonna make for less attempt at RPing non-combat things. Are we really complaining about guys with high level ships NOT trying to PvP the whole time?

I agree with Jinx. Scanning for contraband shouldn't be a major concern of the Military but if there are no Police around or the smuggler is flying a transport, the Military should be allowed to take the appropriate action.

Yes, Military NPCs scan for contraband; so Military PCs shouldn't be stopped from doing so.

I say that only the GENERIC military ID shouldn't have the rights to scan and arrest traders
