Pirate Transport Selling Locations

I just wanted to ask about Pirate Transport selling points. One's on a Corsair base (lol?) and the other on a GC guard station.

It's a Rogue ship, unlike a true open market Pirate ship like the Hessian's old Waran, so why is it being sold on an enemy base, and a guard base of a non-ally?

Londonderry, Garvagh Mining Complex (Molly Guard)
Cassini, Terre Haute Shipyard (LR Guard)

Those stations also sell Pirate Transports.

Designed by the Liberty Rogues, the Pirate Transport is one of the few transport-class vessels available for unlawful population of Sirius.

Havoc MK 2 is designed by Ageira and pirates use it to pirate Ageira; Charon is designed by IMG and pirates use it to pirate IMG etc etc.

Even if I agree stupidity of the Pirate transport with LR markings being used by opposite side of LR-LH-OC-RHA, there is no other "pirate transport" so that is why its used by most unlawfuls and its sold on such places.

Its matter of game balance more then RP explanation.
