Uhm, FYI, there is already an EFL faction writeup and concept, it died due to lack of members, ingame opportunities and therefore activity, though I won't rate anything, it'd be nice if there would raise an EFL again.
Gallic factions are complicated to manage due to lack of activity, people willing to play there and restricted diplomacy possibilities due to the administration.
If you really want to do this, make sure you can have a solid core of active players.
