Gentlemen,
Seems the time the Council have warned us for is rapidly approaching. War drums are beating louder and louder, and the vanguard of the Gallic Navy has been spotted in the upper Taus, likely on reconniscance. Thus far they haven't proven a major threat, but recon in force can only mean a prelude to a determined strike.
I'd like to propose a meet to come up with a response to this. Given the situation I'd recommend Minato as a safe place to do so, although I am offering Dounby as well.

I have a better suggestion, but experience has taught me, that no matter how one thinks one's frequencies are encrypted - someone always reads. And more or less deliberately acts upon the acquired knowledge.
Buut... if you think this all is secure enough... I'd pick South Shields. It's in the pure middle of nowhere and potential eavesdroppers are easy to distinguish for the negligible traffic.
