As you have no doubt heard, there is a looming threat on the very near horizon. It is a threat which takes the face of an aggressive military state ruled under an enigmatic and elusive monarchy. We have heard and seen, first-hand and through the cautioned whispers of others, that these are a people not to be trusted. Our Bishops and Sentries, envoys of peace on a mission of intrigue at the time, have been met with scarcely a word and the hellfire of this kingdom.
We, therefore, would ask of you, our friends, a simple boon. The Virulian Council has decreed that further investigation must be executed in regards to these Gauls. We wish to base ourselves out of your facilities whilst we conduct reconnaissance, search for traitors to the Gallic throne, and, if necessary, perform small, retaliatory skirmishes.
Your facilities will serve only as a drydock. We ask for neither your blood nor steel in these pursuits, only for a place of rest for our people. If your supplies are scarce, Virulian merchant ships may be dispensed to sustain ourselves. Let us hear of your thoughts and inquiries.

Good evening honored Virulian Council,
You will be welcome in our space, you will be allowed to use Minato Harbour as base for your operations into Gallic space. You will however not be granted docking clearance for any other Colonial base out of security reasons.
We would appreciate if you could send us a few shipments of MOX to Minato, as most of our own merchant fleet is required to another operation.
It is good. We shall bring with us fuel in surplus to feed the spirited flights of ours and yours. We shall provide proofs of these efforts in this channel.
