well actually a fighter fight between 2 skilled oponents is over a lot sooner than a fight between two complete noobs that cant aim. so... logic is flawed.

True. Skilled fighter pilots do not have long battles. If you think you went to Connectivut thinking you were watching skilled fighter pilots, you were watching evasive fighter pilots. There's not a lot of skill in that. (Which is why most of my fights take awhile.)
Between armor and shield, it's the shields that make fighter dogfights last so damn long. Adding even more shots required to actually do any lasting damage to a fighter is a terrible idea. For gunboats, adding shield upgrades depending on what exactly they upgrade (capacity/regen rate/cold reboot time) can really screw things up for the tentative balance that exists between fighters/bombers and gunboats. It's already pretty difficult for a lone bomber or lone fighter to solo a gunboat (hell, it's still pretty iffy for two moderately skilled fighters/bombers to take down a moderately skilled gunboat pilot before it can go far enough to dock or call in for reinforcements) without also adding in extra damage/time required before lasting damage is done. For battleships and cruisers, it shouldn't really matter much since cruiser to cruiser or battleship to battleship fights are more or less over in a jiffy, and it's rare for battleships or cruisers to go down against fighters in anything less than a gank which means the result is inevitable.
