I am investigating the unfortunate incidents in New Tokyo a short while ago.
When I arrived at the scene near Shinegawa station, there was chaos. Kusari Naval and Police officials had their hands full keeping order, and clearing the scene. There was little time to preserve visual and audio evidence. There was even less time to determine who may or may not have instigated the chaos.
Therefore, I am requesting official Depositions from all parties involved.
I suggest compliance, before there are possible negative diplomatic repercussions.
Once all parties have submitted depositions regarding the event, CID will be in a better position to continue investigations.

To all named parties,
Due to this Decree from Chujo Takaya and the Council of Rising Sons, the State Police CID Division is temporarily suspending its' investigation on this matter.
However, voluntary Depositions may still be submitted. As this incident may have massive repercussions for the people of Kusari, it is my intention to pursue this investigation.
It would be expedient and convenient to lay the blame for this incident solely on one group or another; but, I am concerned that there may have been infractions of Kusari Law by several of the entities present.

This investigation has my implicit and explicit support and backing. I ask for a formal report to be submitted to my office upon conclusion of the investigation.
Samuel Degenhardt read the first notice, thought about the incident and which of the incidents the KSP was talking about, could not fix it to one special and thus opened the next message.
The second one was more what he had expected. "Yes, of course. Criminal investigations are ceased because the Colonials dare to attack a proven criminal" he comments in a sarcastic tone that makes his secretary raise her head.
And the third one just made him shrug, shake his head and close the windows on the screen.
"I am done with this, Veronika. You can recycle that messages.", he says to her in an absent minded manner.
Ms. Ryan was a bit surpirsed about the behaviour of the normally calm Guildmaster, so she asked earnestly, yet with a bit of hesitation: "Shouldn't we send the material again? Do some research? Get some more guncam shots from the involved pilots? Search for all involved, question them and make sure, they get the complete picture right?"
Degenhardt stopped on his way out, focussed her, then shook his head: "They have everything I collected in front of their blind eyes. But as they have not been interested before... and I know they are not interested now and will likely never be... I'd rather fly to Bretonia right now and focus on our new environment."
He walks out of the office, towards the flight pad, leaving that chapter behind him as the doors slid close.
Veronica Ryan leaves a short message that will appear if any other Guildmaster reads the same message.
The message says: "Mr. Degenhardt is intent to not do any more investigations into the matter. I also updated his schedule, he is teaving the Taus and heading to Bretonia."

I must also humbly say that if Kusari citizens are culpable in the incident, it will become my painful duty to present that to your Imperial Majesty as well.

The headers indicate an "internal" IMG transmission, so I must assume that a CC: to my desk was either an error, or a very efficient Executive doing her job.
Please inform Mr. Degenhardt that my request for depositions did not include the need for further documentation. What has been collected may take days or weeks to process now. I simply believe that all parties involved should have opportunity to present affidavits about the event in question; or to present information not already in evidence.
Due to the new Decrees originating from our Naval Forces, I can understand if Mr. Degenhardt has no wish to present further testimony. However, I will leave that window open for as long as possible, without impeding the investigation's timeframe.

After Mr. Degenhardt's turning away from the Kusari affairs, Mr. Takeshi Ogawa who recently returned from a longer exploration mission will take over everything that still needs to be handled.
Mr. Takeshi Ogawa, is a Guildmaster, Kusari born and raised, education at one of New Tokyo's universities. He will get into contact with you soon, Sir.
I am sorry for any inconvenience Mr. Degenhardt's decision has caused. If you want to do me a personal favour, do not let him know that I accidentally put you in the recipient list of his internal memo. As you can imagine, he is in a foul mood and he hates mistakes like that.
