While the appropriate fines were issued for this violation on the scene, the transport captains assured us that they would apply for the proper licensing on your behalf within twenty-four hours.
Your time is up, and that means that once again, you are in violation of Gallic Law. A new fine of twenty-five million is being issued, and an additional fine of ten million francs will be added for every week if the licensing is not applied for.
Hopefully this will encourage you to fulfill your promises sooner rather than later.

I'm sorry, who exactly are you? I'm still not quite sure what this is about or why I should be worried about it. Let me start by explaining something to you. My people don't go anywhere to transport ore unless their presence has been requested. My people are very good at making hazardous deliveries so there are quite a few requests. If they were there it was because they were asked to be there. Now if I'm reading this right, after being asked to come and haul ore they were fined for doing so. Now that they have paid the fine you are asking them to pay more money and will keep charging them more and more until it's paid. We have a word for this in Sirius. It's called a shakedown. If you don't want our ships coming up there to haul your ore anymore, all you have to do is say the word and I will declare your space off limits to all Congress pilots.
You ask who I am, and the answer to that is un-important, what is important is who I represent, and that would be the Royal Police.
What their circumstances were for being in Gallia do not matter, officers of the Royal Police did not request their presence, so that does not factor into this discussion.
From what you've said, it seems you think that we do not wish for others to gaze upon the true beauty Gallia has to offer. This is not true, we merely wish that Sirians, not being used to a place so magnificent, do not taint it.
You are more than welcome in Gallia, however, disrespecting our laws will not be tolerated. No doubt you Junkers have your own laws for your territory. The people who break those laws receive punishment, oui? Perhaps you think we're acting harshly, but your pilots got off easily. The standard punishment for a violation of this measure is confiscation of all of their cargo, meaning the loss of 12,000 Gallic Standard Units in gold ore. Whoever that was being shipped for, would have been quite upset at such a loss, no doubt. We acted kindly towards them, and in return we are met with broken promises, and our trust backfiring in our faces.
Non, this is not tolerable. However, we understand that perhaps we're being a little harsh without showing you the evidence of what occured, I will upload the audio-log for your perusal. You can decide whether or not the fine will be paid by your organization, or by the pilots in question after listening to it.

Yes, this is pretty much the response I expected. No other house in the known universe requires the kind of fees and permits for simple transports. Very well, do it yourself because we won't be doing it anymore. I know you will tell me that Gallia is far superior to all the houses of Sirius and being so far advanced beyond all of us you have the right to demand such ridiculous fees. Furthermore, I know about your additional shakedowns demanding fines from my people for broken ship lights that were not really broken. This is what I call pathetic. And to add on to his suspicious behavior, upon encountering our officer, he immediately moored with the nearest station, refusing to make contact with her.
We demand an explanation for this, lest we be forced to change our order of Arrest on Sight, to Kill on Sight. Furthermore, after reviewing the audio logs from the last incident, this Junker acted as though they were Gallic. Yet your behavior shows anti-Gallic sympathies, this is fairly confusing. You like to submit com logs to justify your position. Just tell me what's going on, I think that will suffice. You make a lot of threats about changing an arrest order to a kill order. That's been tried before. I've seen plenty of other com logs that you didn't choose to show to me. From what I gather, the only difference between an 'arrest on sight' order and a 'kill on sight' order is whether or not the officer solicits a bribe before he starts shooting.

I do not think anyone has been insulted. I understand that some may be offended by the truth, but I though as professional law enforcement you were above such childish reactions. I was stating facts based on my own observations. I'm not really sure about this matter of a fine. The man you seem to be wanting has disappeared. I'd love to find him myself but I can't. If you do find him you are welcome to exact whatever form of justice you feel is appropriate. You won't get any complaint from me.
