Same here, they have odd names too. 3 of them passed me when I was going through Liberty, but all of us were in tradelanes going different directions so I couldn't get a scan.

The "SAPD" people are a clan from another server. I asked one of them about it, and the name meant "Space (something) Police Discovery" or something ridiculous. Leader said there was 20 in total.... He wondered what the difference between Liberty Navy and Generic military id was...

Don't know about the NYPD people, probably some New York police with navy ships...
