Some time ago, Order High Command established an economical alliance with the Gas Miner's Guild in order to procure additional fuel for it's fleet and to improve relationships with various elements in and around Kusari space, I'm sure you know to whom we are referring.
Since the recent restructuring of The Order upon my return from deep space, I've been informed that this alliance has lapsed, largely due to the unavailability of escort and patrol craft for such trade routes with the Order's military forces allocated elsewhere. It is my hope that we can re-establish these trade routes, now that the Science Division has it's own escort craft to provide security for your ships.
We are proposing the following:
1. The GMG renew their trade routes to Order space. The Order Science Division will provide escort ships whenever available to ensure the safety of your transports. Upon acceptance of this proposal, GMG vessels will be granted free access to Order bases in Omicron Minor.
2. The OSD's Logistics section be granted access to a small number of your Kamome-class transports for the purposes of transporting fuel and other cargo. Currently we have access only to Borderworlds Transports provided by the Zoners at Freeport 11, and we would like to diversify our Logistics fleet with the addition of alternative vessels.
3. The OSD's Security Escorts and research craft be granted access to GMG weaponry, in the event that the need for such weaponry arises.
We are, of course, open to providing anything we can, although the use of Order technology must be approved through High Command and the primary fleet.

I believe I recall a discussion long ago concerning fuel logistics to your system. However my I-base does not have record of a final agreement.
Fortunately I am in a position to discuss an arrangement where fuel may be supplied to your facilities.
Exactly what quantity and type of fuel are you interested in?
Once I understand your needs then I will be better suited to discuss a mutual benefit.

"As our larger vessels are fueled by Deuterium, which is provided by the Zoners at this time, we are only in need of standard Hfuel reserves for our snubcraft and smaller research and transport vessels. I cannot give a specific amount required at this time, but suffice to say we are hoping to encourage a long term trading partnership with the Gas Miner's Guild in order to ensure the sustainable operation of both our military and nonmilitary vessels. Our military snubcraft alone are consuming nearly two thousand metric tonnes of Hfuel per week just to maintain constant patrols around our limited territory, and our non-combat Hfuel drive vessels require substantially more in order to continue their long range operations."
"While we can procure some of that fuel via our own trade ships once permitted access to your stations, our goal was more to establish two-way trade with the GMG, with the OSD's security section providing any escort services the GMG may need in the process. Obviously our own transport craft are inefficient and not designed to transport fuel, and to that end we request permission to purchase several of your Kamome-class Fuel Transports to uphold our end of the trade route."

Arigato for the added details concerning your fuel requirements. We are honored to establish a fuel route to supply the needs of your space craft.
Our GTS transports could deliver 3000 tonnes of H-Fuel per week to supplement your own transports. This could be initiated next week.
In addition your transports may dock at either of our facilities Ogashawa or Naha located in Sigma-19 and Sigma-13 respectively and purchase H-Fuel.
We may adjust these amounts and logistics as needed in the future.
Concerning the Technology access we would be delighted to establish a two way agreement between GMG and the Order.
GMG is interested to acquire capital ship building knowledge to bolster our Para-Military strength. We see this endeavor as a multi-phase project over many months.
The first phase would entail either training by a concurrent group of Order engineers and operations people to GMG engineers and scientists or relocation of your personnel depending on individual desires. We would like the training to take place at Niigata our main facility and start within the next few weeks.
The second phase scope includes validation of GMG's engineering skills by completing the build of a single Order Light Carrier. GMG would like to build this single vessel with key Order personnel available to monitor our progress. GMG has a shipyard to facilitate the build.
This Carrier would be funded and owned entirely by GMG. The bottom line goal upon completion allows GMG to experience the Carrier building process before embarking on manufacture of our own vessels.
In return GMG could offer access to our weapon Technology, docking rights at Naha for general ship maintenance, and approval to purchase our Kamome transports.
Additionally once our new jump gate is operational in Sigma-19 we would allow your transports access and approval to purchase H-Fuel at Fujisawa.
I mention this due to the current blockade situation in Honshu, passing the blockade is possible however the frequency is sparse and holds risk.

We'll begin routing several of our transports to the Sigmas immediately, and we will try to provide sufficient escort for your own transports heading to and from order space whenever possible. "As far as technology exchange goes... we may have an issue there. As I said, due to circumstances inherent in the Order's military structure, all technology exchange or information related to such must go through Order High Command and the primary fleet. While the OSD fields the bulk of The Order's engineers, and we certainly have the capability to provide you with our designs, doing so would be a severe breach of security and would evoke extreme repercussions for the Science Division as a whole. I will speak with you further on a more secure channel, but for the moment we can only provide nonclassified technologies to the GMG."
