To whom this must concern,

We have over the recent weeks observed reports from the Freeport 4 patrols, that the odd Rheinland combat vessel was docking at Freeport 4 for repairs and supplies. Initially, we had assumed these to be convoy guards to a destination that frankly, is none of our business - given you're at war with Liberty, it's a given you'd seek alliances with it's enemies, either overtly or covertly. However, we have received a stern warning from the Liberty Navy, indicating the vessels docking there were involved in trade interdiction. The vessel in question was under attack at the time, and the Libertonian report had the following information attached:

The Treaty of Curacao between ourselves, the Orbital Spa colony at Curacao, and the houses of Bretonia and Liberty strictly forbids us from aiding any vessels involved in cargo interdiction within the Magellan and Cortez independent worlds. Therefor we must request that your military vessels cease to use Freeport 4 as a port of call. Any civilian vessels (such as Republican Shipping trade convoys) remain welcome. Naturally, the same restrictions would apply to the Republic of Liberty in our Omega side bases, should they try to come that far south, but we have had no reports of Libertonian activity there ever since the conflict between yourselves and Bretonia cooled.

The Independent Miners Guild desires to remain impartial in this regrettable conflict. As always, should a third party be needed to mediate a possible ceasefire, or peace accord, the Guild offers itself as that neutral third party, but given the present situation in Hamburg, it is not realistic to think the fighting would end soon.

Guten tag,

If you are wondering why this message isn't being answered by a Rheinland military commander rest assured this message has found its way to the correct department.

The korvette seen in those pictures is one that belongs to my division. I am sure you have, from the tone in your message, heard about the U-flotte. I understand that our flotte, if based off of freeport four, would put your station into considerable danger. It would also put the Buro and the IMG's relations under unnecessary diplomatic pressure.

When this operation against Liberty was started, it was strictly forbidden that Uboats dock on Freeport 4. This provision is still in effect.

This indecent came to my attention two days ago, when the Kaptainlieutenant and commander of boat 101 tendered his resignation to me over this debacle. I have been waiting for this message to show up on my desk ever seance.

If such a thing ever happens again, please contact me. I shall see to it that those who disobey our strict guidelines are put in their place, permanently.

No Uboat will ever moor with freeport four unless the station administrator personally sanctions such an action.

If this was merely a singular incident of one of your pilots violating orders, then I consider the matter closed. But I would strongly advise you to caution your pilots to refrain from making these misstakes in the future. Augmenting the automated recognition systems is a hassle, and we try to avoid it, but it is something we would resort to if need be.

The only person who could grant you the docking permit in case of an emergency would be the local head of security, Captain Lyrandar, but given the strain this would put on our relations with Liberty (and the headache that having the Liberty Navy in the Freeport perimiter, looking for trouble, would cause him) I doubt such permissions would be granted easily until the war has ended.
