Alright well, you can't be official if there's already an official faction for that ID. BUT! If you make an unofficial faction, and you guys end up being better than the 101st, and it's very obvious, you could probably end up with official status if pretty much everyone agrees.
But, that would take skill and patience. Something you seem to uh.. not be too familiar with.
