As of right now I wouldn't try using closed faction tech, I currently have one of my ships sitting in Bastille for just that. The Admins are discussing my case as we speak.
IF you do use closed faction tech, get it in a LEGAL way, and have some hard worked Role Play to back it up.

Myth indeed - but I'll doublecheck wether phantom tech is set as nonlootable (as it should be).
Anyway, the tech plugin is meant to fix the imbalances occurring from mixing tech. Wether admins want to still block red usage by rule, is up to the admins - not a dev issue:)
