Today in the Texas system my level 35 character was engaged by the level 13 player BEN. I ignored him untill he unexpectedly opened fire on my ship. I told him to back off and that attacking me wasn't a wise idea, so he continued to attack me. Eventually I engaged him (he had damaged my hull) and (in fair PVP) destroyed him (in self defence, perfectly within the rules).

This post is merely so that if he comes to you reporting a 'Rule violation' It was a perfectly legal move.

Well, since you're lower than level 40, you had all the rights of killing him.

Ha, I remember this on my first or second day on the server. Some level 13 defender engaged my level 30+ Starblazer (I think I had a pirate tag, don't remember). He died. Nothing happened. Think nothing of it, he opened fire, and you're both relatively low levels.

Creepy, this guy was level 13 in a Defender and I am level 30+ in a Starblazer.

The only thing that "level" has to do with it is :

So if he had a non-civilian ID, then you should have been paying more attention to what he was doing.
If he took out your shields, then you can attack in self-defense and his level doesn't matter.
It wouldn't surprise me if he had a civilian ID and attacked you thinking that FL is just a space version of [fill in the blank 1st person shooter]. It also wouldn't surprise me if he was Police tagged, Pirate ID'd and in a Piranha.
If you don't want to be surprised, then fly your ships the same way you should drive a car : At any moment always assume the other guy is about to commit whatever action is going to be the most lethal to you, so you are always prepared for anything.
Hardly anyone ever gets withing firing distance of me without me already knowing their cargo, ID, and possibly weapons loadout.
That way I have something to think about after they blow me up and I'm waiting for that passing Junker to tractor in my escape pod.

That's why I've got a motorbike. The other people think for you.

But Xoria and the others are right. Remember that it is also illegal to stay under level 30 for the purposes of PvP only, so he broke that rule by attacking you.
