I say Gallia Royal Navy.
Reason: Their guns are very heavy weapon style thats not a intensive cannon. Alot of their guns do alot of damage in one shot. If in a freighter, 2 shots and your dead.

In terms of best pilots:
Outcasts because of cardamine.

In terms of best ship engeneerings:
Corsairs, ebcause they are the best shipbuilders in the colonies.

The best military organization:
Gallia.. pushed off Rheinland prolly. Because they were planing war for years.

In terms of raw power:
Gallia


Strongest military force combining all factors? .. hard to say. See galia in RP has depleted resources so they can't wage war for long. On the other hand Liberty which is propably the richest house is capable to pew pew longer.
