Regarding pvp on player bases

This is a confusing topic to me, still learning, lets say i grab some friends and i shoot at a base, 20 mins per day.

will this force the base to consume repair ressources?

Will the faction owning the base have a hard time to re-supply it?

It would make some sense if one is figthing a war of attrition over another, if we make the other faction have to restock a base every day, this will cause some moralle downer on that faction rank, and will prolly delay any projects the base may be building, am i wrong?
