i have seen many Zoner Carriers, Juggernauts and cruisers being used by corsair and outcast ID and IFF players.
is there a rule for this or is it up to the Zoners to stop people stealing their Tech?
Hauling copious amounts of gas across half the galaxy and through war zones
its my thing...

There are no rules to stop it. However, if you see a Zoner cap in use by someone other than a Zoner send a message over the comm channel and we'll deal with it from there.
