History
I am a co-founder of unofficial faction .:IME:. Interstellar Mining Enterprise. We are a Deep Space Engineering affiliated break away. Myself and a few other entrepreneurs recently seized the opportunity to establish a company by miners for miners and transporters alike.

Purpose/Objectives
We wish to establish Headquarters in your well economized region of New York, Liberty. This will be our first Base Of Operations looking to futher improve the economy with a growing company. New York is key as it is central to new pilots serving as traders or miners as well as a safehaven for our affiliates.

First we will only get up and running and when opened to the public we will act as a "trading centre" of various goods and imports that is scarce in liberty.

Future Vision
We stand to help and further encourage the growth of those around is. After an intended successful start we would most certainly expand and bring more hard to obtain resources to the heart of Liberty.

Good afternoon employees of IME, seeing as the construction of a base such as yours falls under the sphere of "Libertonian National Security", I will be responding to your message today.

Personally, I don't think it's a very good idea to construct a base anywhere near the Badlands, but that is of course, your decision.

In any event, you haven't even given me, or any member of the Libertonian government, a name by which to address you, I imagine that would be a good starting point for this request. In the mean time, I will forward this information along through the appropriate channels.

As Vice Admiral Baker has personally stated, it it highly recommended to build the base far away from the Badlands, as it is likely to be a source of surprise attacks by criminal entities. We recommend building the base close to West Point, behind the Norfolk-West Point tradelane, as both Navy and LPI patrols deter criminal behaviour in the area.

As the Vice Admiral also stated, we aren't forcing you to build in the suggesred area, its simply highly recommended because Navy patrol paths will not be altered to encompass your bases location.

Please respond with a name for the base and the final location you've chosen to build your headquarters, then the appropriate paperwork can be filed and the permit granted.

The proximity of your planned base to the Zone-21 minefield has the Navy Admiralty concerned, as this is a highly restricted zone and the possiblity of civilians moving too close to the field has the board worried. Not only house security, but the safety of patrons moving to and from the station with a highly explosive minefield close by is another problem with the planned location.

If you can provide images of the bases construction site, the Admiralty can evaluate these and make a decision regarding the development of the IME Headquarters.
